The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0006836): Modify the SOL 12-25 Central Facility (F017371) with the addition of production equipment, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4SW1/4 of Section 25, T29N, R109W, approximately seventeen (17) miles east-southeast of Big Piney, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3439.0 tpy and a decrease in actual NOx emissions of 171.6 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0006826): Modify the Stud Horse Butte 8-8 Central Facility (F027383) with the addition of production and equipment associated with eight new wells, the Stud Horse Butte 23-09, 24-09, 27-09, 28-09, 37-09, 39-09, 88-09 and 90-09, with three reboiler overheads condensers, three TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4SE1/4 of Section 8, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3439.0 tpy and a decrease in actual NOx emissions of 171.6 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0006829): Modify the Jonah Federal 5-6 Central Facility (F009532) by recompleting the Jonah Federal 25-6, 40-6 and Corona 105-31 wells, with two reboiler overheads condensers, two TEG flash tank separators and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 6, T28N, R108W, approximately twenty (20) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3438.6 tpy and a decrease in actual NOx emissions of 171.5 tpy. Therefore, Jonah Energy LLC has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0006840): Modify the Stud Horse Butte 51-17 Central Facility (F020684) by recompleting the Stud Horse Butte 52-17 well, with one reboiler overheads condenser and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4SE1/4 of Section 17, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since VOC and NOX emissions have not changed from the baseline period.

Jonah Energy LLC (A0006859): Modify the Yellow Point 3-1 Central Facility (F010236) by recompleting the Yellow Point 3-1 and 4-1 wells, with five reboiler overheads condensers and three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SE1/4NW1/4 of Section 1, T28N, R109W, approximately twenty (20) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.1 TPY from the baseline period and NOx emissions have decreased 0.1 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0006881): Modify the Antelope 6-4 Central Tank Battery (F016497) with the addition of condensate production associated with nine off-site wells, with one reboiler overheads condenser and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SE1/4NW1/4 of Section 4, T29N, R107W, approximately eleven (11) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 8.6 TPY from the baseline period and NOx emissions have decreased 0.3 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0006845): Modify the Yellow Point 4-12 Central Facility (F012121) by recompleting the Yellow Point 17-2V well, with two reboiler overheads condensers, two TEG flash tank separators and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4NW1/4 of Section 12, T28N, R109W, approximately twenty-one (21) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3445.5 tpy and a decrease in actual NOx emissions of 171.5 tpy. Therefore, Jonah Energy LLC has met the offset requirements for VOCs and NOx.

Pinedale Energy Partners Operating, LLC (A0005993): Modify the Stewart Point 3-28 PAD (F005548) with the addition of production and equipment associated with twenty-two new wells, the Stewart Point 2B2-28, 3A1-28, 3B2-28, 3C2-28, 3C3-28, 3D2-28, 4A2-28, 4B4-28, 4D3-28, 5A4-28, 5B1-28, 5B4-28, 6A1-28, 6A2-28, 6A3-28, 7B3-28, 11A1-28, 11B1-28, 12A2-28B, 14A2-21, 14D1-21 and 14D2-21, with two reboiler overheads condensers, two TEG flash separators and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pumps, located in the NE1/4NW1/4 Section 28, T33N, R109W, approximately four (4) miles south of Pinedale, in Sublette County, Wyoming. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 484.9 tpy and a decrease in actual NOx emissions of 48.7 tpy. Therefore, Pinedale Energy Partners Operating LLC has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0006818): Modify the Warbonnet 9-23 PAD (F005542) with the addition of production and equipment associated with additional gas production from four new off-site wells, with fourteen reboiler overheads condensers and fourteen smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the NE1/4SE1/4 of Section 23, T30N, R108W, approximately thirteen (13) miles south of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 677.6 tpy and a decrease in actual NOx emissions of 629.2 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 677.6 tpy and a decrease in actual NOx emissions of 629.2 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.
