The Division of Air Quality, proposes to approve the following requests:

Hilcorp Energy Company (A0006167): Modify the Birch Creek Unit Battery G/South End Compression Facility (F010276) by installing controls for the existing (1) 10.0 million cubic feet per day (MMCFD) triethylene glycol (TEG) dehydration unit, located in the SW1/4SW1/4 of Section 26, T27N, R113W, approximately one (1) mile northeast of Calpet, in Sublette County, Wyoming. Hilcorp Energy Company has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.

Tallgrass Interstate Gas Transmission, LLC (A0006595): Modify the Casper Compressor Station (F027558), by setting enforceable limits on the formaldehyde emissions of four (4) compressor engines (ENG003-ENG006). The Casper Compressor Station is located in the N½ SW¼ of Section 5, T33N, R78W, just east of Casper, in Natrona County, Wyoming.

Jonah Energy LLC (A0006648): Modify the Stud Horse Butte 11-17 Central Facility (F015009) with the addition of production and equipment associated with eight new wells, the Stud Horse Butte 25-17, 27-17, 39-17, 40-17, 41-17, 44-17, 88X-17 and 203-17AX, with two reboiler overheads condensers, two TEG flash tank separators and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4SW1/4 of Section 17, T29N, R108W, approximately eighteen (18) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3446.8 tpy and a decrease in actual NOx emissions of 172.1 tpy. Therefore, Jonah Energy LLC has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0006738): Modify the Stud Horse Butte 122-10 Central Facility (F018639) with the addition of production and equipment associated with ten new wells, the Stud Horse Butte 30-10, 33-10A, 69-03, 76-03, 78-03, 94-10, 104-10, 207-10C, 212-10X and 213-10C, with two reboiler overheads condensers, two TEG flash tank separators and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 10, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.
