The Division of Air Quality, proposes to approve the following requests:

Ballard Petroleum Holdings (A0006715): Modify the Leavitt Trust 31-7 PH (F027752) well site by converting it to a central facility, known as the Leavitt Trust 31-7 PH & Leavitt Trust 41-7 PH PAD, with the addition of production and equipment associated with one new well, the Leavitt Trust 41-7 PH, with a vapor recovery unit and two smokeless flares to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the NW1/4NE1/4 of Section 7, T42N, R72W, approximately nine (9) miles south-southwest of Wright, in Campbell County, Wyoming.

WGR Operating, LP (A0006661): Modify the Hilight Gas Plant (F000864) with the addition of a JT skid and associated equipment. Projected equipment includes one (1) 33 MMscfd ethylene glycol dehydration system, one (1) 1,775 hp Caterpillar G3606LE compressor engine, controls on existing gasoline loadout and associated fugitive equipment leaks. WGR also requests to replace the existing 0.25 MMBtu/hr heater treater (HET008) with a 1.0 MMBtu/hr heater treater, install one (1) 300 bbl water tank, include condensate loadout emissions, and update the equipment list for the facility. Hilight Gas Plant is located in the W½SW¼ of Section 26, T45N, R71W, approximately eight (8) miles northeast of Reno Junction, Campbell County, Wyoming.
