The Division of Air Quality, proposes to approve the following requests:

EOG Resources, Inc. (A0006589): Construct a new sweet crude oil and natural gas production facility, known as the Big Sandy 14 NWNE PAD (F028078), consisting of the Big Sandy 529-1423H, 552-1423H, 553-1423H and 554-1423H wells, with one common smokeless combustion device, one smokeless flare and one vapor recovery unit to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, vapor recovery tower and truck loadout, located in the NW1/4NE1/4 of Section 14, T14N, R65W, approximately eleven (11) miles east-northeast of Cheyenne, in Laramie County, Wyoming.

Williams Field Services Company (A0006240): Modify the liquid handling facilities at the Echo Springs Gas Plant by installing one (1) 21.62 MMBtu/hr hot oil heater, one (1) 500 bbl produced water/condensate storage tank controlled by a new combustor and associated load-out emissions piping and equipment fugitive emissions and accounting for dry gas seal leaks on two (2) new centrifugal compressors. The one (1) existing 100 bbl water tank will be removed. The Echo Springs Gas Plant is located in the S½ of Section 1, T19N, R93W, approximately thirty-two (32) miles west-southwest of Rawlins, in Carbon County, Wyoming.
