The Division of Air Quality, proposes to approve the following requests:

EOG Y Resources, Inc. (A0006280): Construct a new sweet crude oil and natural gas production facility, known as the Tiburon 9-1720H (F028036), with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, dehydration unit, vapor recovery tower, pneumatic pumps and truck loadout, located in the NE1/4NW1/4 of Section 17, T42N, R74W, approximately one-half mile east-northeast of Pine Tree Junction, in Campbell County, Wyoming.

Hilcorp Energy Company (A0006442): Modify the Birch Creek 202-25 PAD (F022238) with the addition of three pneumatic heat trace pumps, with pneumatic heat trace pump off-gas routed through a closed-loop fuel gas system and used as fuel for the burners on location, located in the SE1/4SE1/4 of Section 25, T27N, R113W, approximately three (3) miles east-northeast of Calpet, in Sublette County, Wyoming. Hilcorp Energy Company has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since VOC emissions have decreased 2.3 TPY from the baseline period and NOx emissions have not changed from the baseline period. These emission reductions have been added to Hilcorp Energy Company’s offset bank to use for future permitting actions.
