PUBLIC NOTICE

In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of the Solid Waste Rules and Regulations, Thermo Fluids, Inc. has submitted a renewal permit application for the Thermo Fluids Chapter 6 Transfer/Treatment/Storage Facility.

This facility provides for the transfer, treatment, and storage of used oil, filters, and used antifreeze which have been generated within northeast Wyoming, south- east Montana, and northwest South Dakota. The 0.37 acre facility is located at 101 Enterprise, Avenue, in Gillette, Wyoming. More specifically, this facility is located in the SW ¼ SW ¼ Section 24, T50N, R72W, in Campbell County, Wyoming. The facility treats, stores and ships used oil, used oil filters and used anti- freeze which have been generated in Wyoming, Montana, and South Dakota. The total volumetric capa- city of this facility is estimated at 105,000 gallons of used oil, 21,000 gallons of antifreeze, and one hundred

55 gallon drums of used oil filters (annually). The life of the facility is estimated to be indefinite.

The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has reviewed the ap- plication and determined that it is generally complete and suitable for publication. The DEQ’s solid waste rules, in Chapter 1, require that the applicant must provide public notice that a proposed permit has been issued and inform the public that there is an opportun- ity to file comments on the proposed permit before it is issued in final form. The notice is also required to in- dicate that the public may file formal written objec- tions to issuance of a final permit. This publication provides notice of those opportunities.

Copies of the permit application, the DEQ’s review of the application, and the proposed permit can be viewed at DEQ’s Casper office at 152 North Durbin Street, Suite, 100, Casper WY 82601, at the Campbell County public library at 2101 S 4-J Rd, Gillette, WY 82718, and the Campbell County Clerk’s Office at 500 S Gil- lette Ave # 1600, Gillette, WY 82716.

Any interested person has the right to either: provide comments on the proposed permit, which DEQ will consider prior to taking final action on the permit ap- plication, or file formal written objections to the pro- posed permit. The period for providing comments, or filing formal written objections to the proposed permit, shall begin on June 22, 2018 and end on July 29, 2018. Any comments or formal written objections must be re- ceived by 5:00 PM on the last day of the notice period. Comments or formal objections must be submitted in writing to the Department of Environmental Quality, Todd Parfitt, Director, 200 West 17th Street, Cheyenne, WY 82002. Formal written objections must be accom- panied by a statement of the facts upon which the ob- jection is based. If substantial written objections are filed, a contested case hearing will be held by the En- vironmental Quality Council.
