Notice of Proposed Wyoming Department of Environmental Quality Underground Injection Control Permit

The Wyoming Department of Environmental Quality’s (DEQ) Underground Injection Control (UIC) Program regulates certain discharges of pollutants into ground waters of the State.  Operators of these discharges are required to receive coverage under a UIC permit.  The purpose of this notice is to inform the public that the UIC Program is proposing to modify UIC permit 15-321 for the South Jenny Lake Plaza to remove two (2) monitor wells and their associated sampling and reporting requirements from the permit.   The permit is also being modified to change the monitoring schedule established in the permit from four (4) times a year to two (2) times a year.  The permit applicant is the National Park Service, Grand Teton National Park, P.O. Box 170, Moose, WY 83012.  South Jenny Lake Plaza is located in the SE¼NW¼, Section 25, Township 44 North, Range 116 West, of the 6th Principal Meridian, Teton County.

The public comment period begins June 20, 2018, and ends July 18, 2018.  DEQ has prepared a supplemental on-line public notice that is available at the DEQ’s website http://deq.wyoming.gov/wqd/public-notices/water-underground-injection-control/. The website provides electronic access to a copy of the proposed permit modification.  You may also obtain copies of the draft permit modification, statement of basis, the permit application, or additional information by contacting John Passehl, Geology Supervisor, (307) 777-5623 or via e-mail at john.passehl@wyo.gov.

During the public comment period, any interested person may submit written comments on the proposed modifications and may request a public hearing be held.  Requests for public hearings must be made in writing and shall indicate the name and full mailing address of the individual requesting a hearing, the interest that individual has in the project, and the grounds for holding a public hearing.  All written comments and requests related to the proposed modifications and received prior to 5:00 P.M, July 18, 2018 in the Cheyenne office will be considered.  Comments submitted by email will not be considered.  Written comments may be directed to John Passehl, Geology Supervisor, Water Quality Division, Department of Environmental Quality, 200 W. 17th St, 4th Floor, Cheyenne, Wyoming 82002 or by fax at (307) 635-1784.

Requests for a contested case hearing on a permit issuance, denial, revocation, termination, or other final department action appealable to the Council, must be made in writing to the chairman of the Environmental Quality Council and the DEQ director at the address above and state the grounds for the request pursuant to the Wyoming Department of Environmental Quality Rules of Practice and Procedure.
