The Division of Air Quality, proposes to approve the following requests:

Devon Energy Production Company, L.P. (A0006348): Modify the Barlow Ranch Fed 08-05-17 PAD (F026691), by converting the emergency flare to a process flare to control produced gas emissions, with one common smokeless combustion device and one smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, truck loading and produced gas, located in the NW1/4NE1/4 of Section 17, T49N, R74W, approximately fifteen (15) miles west-southwest of Gillette, in Campbell County, Wyoming.

Jonah Energy LLC (A0006629): Modify the Jonah Office Building - Former Linn Operations Center (F025963) with the removal of one (1) 158 hp (site rated) Kohler 100RZG propane fired generator engine (ENG001), to be relocated to the existing Jonah Office Building (F021763) under a separate permitting action, and install one (1) 645 hp Caterpillar C15 diesel generator engine (ENG002), which is being relocated from the existing Jonah Office Building (F021763). The Jonah Office Building - Former Linn Operations Center is located in Section 26, T29N, R107W, approximately twenty-two (22) miles south-southeast of Boulder in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including all active applications, has resulted in a decrease in NOx emissions of 168.5 tpy and a decrease in VOC emissions of 3,455.1 tpy. Therefore, Jonah Energy LLC has met the offset requirements for NOx and VOC.

Jonah Energy LLC (A0006628): Modify the Jonah Office Building - Jonah Energy Office Facility (F021763) with the removal of one (1) 645 hp Caterpillar C15 generator engine (ENG002), to be relocated to Jonah’s other field office that was formerly operated by Linn Operating, Inc. and previously called the Linn Operations Center (F025963) under a separate permitting action, and install one (1) 158 hp (site rated) Kohler 100RZG propane fired generator engine (ENG004), which is being relocated from the former Linn Operations Center (F025963). The Jonah Office Building - Jonah Energy Office Facility is located in Section 26, T29N, R107W, approximately twenty-two (22) miles south-southeast of Boulder in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Jonah Energy LLC (A0006506): Modify the Cabrito 15-13 Central Facility (F011978) with the addition of production and equipment associated with twelve wells, the Cabrito 61-13, Stud Horse Butte 9-13, 10-13, 49-13, 50-13, 51-13, 52-13, 62-13, 63-13, 64-13, 105-13 and 115-13, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SE1/4 of Section 13, T29N, R108W, approximately fifteen (15) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 15.0 TPY from the baseline period and NOx emissions have decreased 6.5 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Southland Royalty Company LLC (A0006430): Construct a new gas and condensate production facility, known as the Fillmore E3 29-32-1H (F028224), with two common smokeless combustion devices and one smokeless flare to control volatile organic compounds and hazardous air pollutant emissions associated with the condensate tanks, active produced water tanks, pneumatic pumps, truck loading and heater treater flash gas, located in the SE1/4 SW1/4 of Section 20, T19N, R91W, approximately twenty-six (26) miles west-southwest of Rawlins, in Carbon County, Wyoming.

Williams Field Services (A0005909): Construct the High Point Compressor Station, by installing ten (10) 1,875 hp Caterpillar G3606LE A4 compressor engines, one (1) 1,382 hp Caterpillar G3512 emergency generator engine, three (3) 110.0 million standard cubic feet per day (MMscfd) tri-ethylene glycol (TEG) dehydration units each equipped with a 2.0 million Btu per hour (MMBtu/hr) reboiler, eight (8) 400 barrel (bbl) condensate storage tanks, one (1) 400 bbl methanol storage tank, one (1) flare to control two (2) dehydrator emissions, one (1) flare to control one (1) dehydrator emissions, one (1) flare to control the condensate storage tanks, and one (1) flare to control the compressor blowdown emissions. The High Point Compressor Station is located in the NW1/4 of Section 1, T19N, R92W, approximately twenty-seven (27) miles west-southwest of Rawlins, in Carbon County, Wyoming.
