The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0006420): Modify the Stud Horse Butte 3-36 Central Facility (F012820) with the addition of production and equipment associated with one well, the Stud Horse Butte 104X-36, with two reboiler overheads condensers, two TEG flash tank separators and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks and active produced water tanks, located in the NE1/4NW1/4 of Section 36, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 1.1 TPY from the baseline period and NOx emissions have decreased 0.1 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0006157): Modify the Antelope 341-19H well site by converting it to a central facility, known as the Antelope 341-19H Central Facility (F027677), with the addition of production and equipment associated with two new wells, the Antelope 311-19H and 342-19H, with two reboiler overheads condensers, two TEG flash tank separators and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SE1/4SW1/4 of Section 19, T29N, R107W, approximately fifteen (15) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3440.3 tpy and a decrease in actual NOx emissions of 168.5 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0006439): Modify the Stud Horse Butte 1-36/19-36 Central Facility (F013482) with the removal of the Stud Horse Butte 104X-36 well from the facility, with three reboiler overheads condensers, three TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks and active produced water tanks, located in the NE1/4NE1/4 of Section 36, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.5 TPY from the baseline period and NOx emissions have decreased 0.1 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.
