The Division of Air Quality, proposes to approve the following requests:

Anschutz Oil Company, LLC (A0005999): Construct a new gas/condensate production facility, known as the Titus State 4274-16-13 TH & Titus State 4274-16-14 TH PAD (F028111), with two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks and active produced water tanks, located in the NE1/4NW1/4 of Section 16, T42N, R74W, approximately one (1) mile east of Pine Tree Jct., in Campbell County, Wyoming.

EOG Resources, Inc. (A0006135): Modify fifteen (15) temporary portable engines of any combination of 4-stroke rich burn engines limited to 450 horsepower at various locations in Converse and Campbell Counties, Wyoming. The fifteen (15) temporary portable engines rated at or below 450 hp are each controlled to 0.7 g/hp-hr NOx, 2.0 g/hp-hr CO, 0.7 g/hp-hr VOC and 0.05 g/hp-hr formaldehyde with NSCR catalyst and an AFRC.

Thunder Basin Resources, LLC (A0006164): Construct a new sweet crude oil and natural gas production facility, known as the Boggy Creek Fee 1-14-40-64H (F028167), with one smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and produced gas, located in the SE1/4SE1/4 of Section 14, T40N, R64W, approximately forty-seven (47) miles north of Lusk, in Niobrara County, Wyoming.

Thunder Creek Gas Services, LLC (A0006168): Construct the Steamboat Processing Facility, to consist of three (3) 5,000 hp Caterpillar G3616 engines (ENG001-ENG003), one (1) 2,500 hp Caterpillar G3608LE engine (ENG004), one (1) 174 hp or less emergency diesel generator (ENG008), six (6) 1,818 hp Caterpillar G3516B (LE, LE+ or LEU) engines (ENG005-ENG007, ENG009-ENG011, in any combination), one (1) 7.5 MMBtu/hr or less hot oil heater or direct fired regeneration heater (HET001), one (1) 75.0 MMBtu/hr or less hot oil heater (HET002), one (1) 7.5 MMBtu/hr or less hot oil heater (HET003), fifteen (15) 90,000 gallon or less pressurized bullet tanks for storage of NGLs (TNK007-TNK021), three (3) 5,000 bbl internal floating roof (IFR) condensate storage tanks (TNK004-TNK006), one (1) 400 bbl or less atmospheric produced water storage tank (TNK001), two (2) 400 bbl or less atmospheric storage tanks (TNK002-TNK003) used for used engine oil, produced water, used engine coolant and other liquids from facility skid drains, one (1) process flare (FLR001), one (1) or two (2) combustors/flares (FLR002), pigging activities (BVC003), one (1) NGL loading area (LUD003), two (2) condensate loading areas (LUD002), and one (1) produced water loading rack (LUD001). The Steamboat Processing Facility is located in Section 34, T33N, R72W, approximately six (6) miles west-northwest of Douglas, in Converse County, Wyoming.
