The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0006417): Operate five (5) portable GasJack compressor engines no larger than 50 hp (site rated). The portable engines will operate within the Jonah and Normally Pressured Lance (NPL) fields in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in NOx emissions of 170.2 tpy and a decrease in VOC emissions of 3,442.9 tpy. Therefore, Jonah Energy LLC has met the offset requirements for NOx and VOC.

Ultra Resources, Inc. (A0006246): Construct a new gas/condensate production facility, known as the Warbonnet 7-23 SimOps PAD (F028174), consisting of the Warbonnet 1C1-23D, 1D1-23D, 7C1-23D, 8A1-23D, 8D1-23D, 9A2-3D, 10A1-23D, 10B1-23D, 10C2-23D, 10D1-23D, 11C2-23D, 11D1-23D, 14A2-23D, 15A1-23D, 15B2-23D, 16A2-23D, 16B1-23D, 16C2-23D, 7-23-1H, 7-23-2H, 7-23-3H, 7-23-4H, 7-23-5H and 7-23-6H wells, located in the SW1/4NE1/4 of Section 23, T30N, R108W, approximately twelve (12) miles west-southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii)  demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 700.0 tpy and a decrease in actual NOx emissions of 641.4 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0006244): Modify the Warbonnet 7-23 PAD (F014497) with the addition of production and equipment associated with additional gas production from twenty-four new off-site wells, with seven reboiler overheads condensers and seven smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pumps, located in the SW1/4NE1/4 of Section 23, T30N, R108W, approximately twelve (12) miles west-southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 700.0 tpy and a decrease in actual NOx emissions of 641.4 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

(A0006286): Construct a new gas/condensate production facility, known as the Riverside 11-24 SimOps PAD (F028196), consisting of the Riverside 11B2-24D, 11C1-24D, 12B2-24D, 12D1-24D, 13A2-24D, 14C1-24D, 14C2-24D and 14D1-24D wells, with four reboiler overheads condensers and four smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the NE1/4SW1/4 of Section 24, T31N, R109W, approximately eight (8) miles south-southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 700.0 tpy and a decrease in actual NOx emissions of 641.4 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.
