The Division of Air Quality, proposes to approve the following requests:

BP America Production Company (A0002537): Modify the Strategic Pad Compression Fleet with the addition of ten (10) 380 hp Cummins KTA19GC rich burn compressor engines and ten (10) 203 hp Caterpillar G3306TA rich burn compressor engines to be operated at oil and gas well sites at various locations in Sweetwater and Carbon Counties in Wyoming. The Strategic Pad Compression Fleet will consist of fifty-three (53) compressor engines to be operated at oil and gas well sites at various locations in Sweetwater and Carbon Counties in Wyoming.

BP America Production Company (A0006345): Construct a new gas and condensate production facility, known as the Champlin 533 B 3-80 (F027488), with two smokeless combustion devices and one low-pressure separator flare to control volatile organic compounds and hazardous air pollutant emissions associated with the condensate tanks, active produced water tanks, pneumatic pumps and low-pressure separator gas, located in the SE1/4 NE1/4 of Section 3, T22N, R93W, approximately seventeen (17) miles north-northeast of Wamsutter, in Sweetwater County, Wyoming.

(A0006360): Construct a new sweet crude oil and natural gas production facility, known as the Trident 2-11H (F028079), with one common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, pneumatic pumps and truck loadout, located in the SW1/4SW1/4 of Section 11, T43N, R74W, approximately seven (7) miles north-northeast of Pine Tree Junction, in Campbell County, Wyoming.

Southland Royalty Company, LLC (A0006513): Conduct blowdown and venting activities (F028248) in Carbon, Natrona and Sweetwater Counties, Wyoming. The proposed permit includes requirements to conduct well blowdown and venting activities using Best Management Practices (BMP) associated with manual and automated blowdown/venting episodes associated with liquids unloading, wellbore depressurization in preparation for maintenance or repair, hydrate clearing, emergency operations and equipment depressurization, and to monitor, maintain records, and report emissions from the well blowdown and venting activities.

Thunder Creek Gas Services, LLC (A0006256): Modify Air Quality Permit P0023277 for the Leavitt Compressor Station (F026230) by allowing the reinstallation of unit E1, a Caterpillar G3516LEU engine (ENG018), and the addition of a fuel conditioning skid with a 0.25 MMBtu/hr heater. The Leavitt Compressor Station is located in the SW¼ of Section 1, T42N, R73W, approximately ten (10) miles southwest of Wright, in Campbell County, Wyoming.

Wexpro Company (A0005969): Construct a new gas/condensate production facility, known as the Canyon Creek PAD 134 (F028116), consisting of the Whiskey Canyon Unit 12, Canyon Creek Unit 76, 77, 78, 131 and 134 wells, with one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the condensate storage tanks and active produced water tanks, located in the SE1/4NE1/4 of Section 26, T13N, R101W, approximately forty-two (42) miles south-southwest of Table Rock, in Sweetwater County, Wyoming.

(A0004809): Modify Air Quality Permit CT-1301 and Air Quality Permit CT-1267 for the Baxter Compressor Station by modifying emission limits for the one (1) Caterpillar G3406 TA emergency generator engine (ENG005) at the Baxter Compressor Station located in the SW1/4 of Section 2, T19N, R104W, approximately six (6) miles northeast of Rock Springs, in Sweetwater County, Wyoming.
