The Division of Air Quality, proposes to approve the following requests:

Colorado Interstate Gas Company, LLC (A0004845): Modify Air Quality Permit OP-240A and Air Quality Waiver wv-11808 for the King Compressor Station by modifying emission limits for the two (2) emergency generators (ENG004-ENG005) and one (1) boiler (BOL001), as well as revising the existing operation plan at the King Compressor Station located in the NE1/4 of Section 28, T21N, R114W, approximately ten (10) miles east of Kemmerer, in Lincoln County, Wyoming.

Daves Asphalt Company (A0006424): Authorize the existing stationary hot mix asphalt plant located within Section 26, T1N, R4E, approximately one (1) mile northeast of the Post Office at 501 East Main Street, Riverton, in Fremont County, Wyoming. Maximum production for the stationary hot mix asphalt plant is reported at 128,000 tons per year (tpy) and 160 tons per hour (tph). No Recycled Asphalt Pavement (RAP) will be used.

Otto D. Schlosser (A0006372): Establish the Schlosser Shale Pit, a fifteen (15) acre pit, which will include exposed acreage, stockpiling and haul activity located in the SE¼SW¼ of Section 16, T57N, R65W, approximately eighteen (18) miles north-northwest of Hulett, in Crook County, Wyoming.

Southland Royalty Company, LLC (A0006112): Construct a new gas and condensate production facility, known as the Fillmore East PAD (F028155), consisting of the Fillmore E3 19-4H and E3 19-A4H wells, with two smokeless combustion devices and one smokeless flare to control volatile organic compounds and hazardous air pollutant emissions associated with the condensate tanks, active produced water tanks, pneumatic pumps, truck loading and heater treater gas, located in the SW1/4 SE1/4 of Section 19, T19N, R91W, approximately twenty-seven (27) miles west-southwest of Rawlins, in Carbon County, Wyoming.

Williams Field Services Company (A0005841): Construct the Hansen Lake Compressor Station, by installing ten (10) 1,875 hp Caterpillar G3606LE A4 compressor engines, five (5) 268 hp Capstone C200 microturbines, three (3) 110.0 million standard cubic feet per day (MMscfd) tri-ethylene glycol (TEG) dehydration units each equipped with a 2.0 million Btu per hour (MMBtu/hr) reboiler, eight (8) 400 barrel (bbl) condensate storage tanks, one (1) 400 bbl methanol storage tank, one (1) flare to control two (2) dehydrator emissions, one (1) flare to control one (1) dehydrator emissions, one (1) flare to control the condensate storage tanks, and one (1) flare to control the compressor blowdown emissions. The Hansen Lake Compressor Station is located in the NW1/4 of Section 9, T22N, R93W, approximately sixteen (16) miles north-northeast of Wamsutter, in Sweetwater County, Wyoming.
