The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0006140): Modify the Stud Horse Butte 42-13 Central Facility (F027071) with the removal of production equipment, with one reboiler overheads condenser, one TEG flash tank separator and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks and active produced water tanks, located in the SW1/4NW1/4 of Section 13, T29N, R108W, approximately fifteen (15) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 5.9 TPY from the baseline period and NOx emissions have decreased 1.5 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0006132): Modify the Stud Horse Butte 7-16 Central Facility (F018891) with the removal of production  equipment, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4NE1/4 of Section 16, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 4.7 TPY from the baseline period and NOx emissions have decreased 2.6 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0006129): Modify the Cabrito 72-29 Central Facility (F025157) with the removal of production equipment, with one reboiler overheads condenser, one TEG flash tank separator and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4SW1/4 of Section 29, T29N, R107W, approximately fifteen (15) miles south-southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 4.7 TPY from the baseline period and NOx emissions have decreased 2.9 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Pinedale Energy Partners Operating, LLC (A0005993): Modify the Stewart Point 3-28 PAD (F005548) with the addition of production and equipment associated with eight new wells, the Stewart Point 3C3-28, 3D2-28, 6A1-28, 6A2-28, 6A3-28, 7B3-28, 11A1-28 and 11B1-28, with one reboiler overheads condenser, one TEG flash separator and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, located in the NE1/4NW1/4 Section 28, T33N, R109W, approximately four (4) miles south of Pinedale, in Sublette County, Wyoming. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 486.2 tpy and a decrease in actual NOx emissions of 53.3 tpy. Therefore, Pinedale Energy Partners Operating LLC has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0006278): Modify the Warbonnet 7-5, to replace one (1) 395 hp Waukesha F18GSI compressor engine with one (1) 1,380 hp Waukesha L5794GSI engine. The Warbonnet 7-5 is located in the SW¼NE¼ of Section 5, T30N, R108W, approximately ten (10) miles south of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in NOx emissions of 666.6 tpy and a decrease in VOC emissions of 716.8 tpy. Therefore, Ultra Resources, Inc. has met the offset requirements for NOx and VOC.
