The Division of Air Quality, proposes to approve the following requests:

Ultra Resources, Inc. (A0006068): Modify the Riverside 9-24 SimOps PAD (F028044) with the addition of production and equipment associated with twelve new wells, the Riverside 1A2-24D, 1C1-24D, 2D1-24D, 7A1-24D, 7B1-24D, 7C1-24D, 7D1-24D, 8A1-24D, 11C1-24D, 11D2-24D, 12D1-24D and 13A1-24D, and by separating the facility from the Riverside 9-24 PAD, with three line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the NE1/4SE1/4 of Section 24, T31N, R109W, approximately eight (8) miles south-southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 722.8 tpy and a decrease in actual NOx emissions of 671.9 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0004521): Modify the Riverside 9-24 PAD (F022938) with the addition of production and equipment associated with additional gas production from twelve new off-site wells, with ten reboiler overheads condensers and ten smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pumps, located in the NE1/4SE1/4 of Section 24, T31N, R109W, approximately eight (8) miles south-southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Williams Field Services Company (A0005670): Install two (2) 6 million cubic feet per day (MMCFD) triethylene glycol (TEG) dehydration units at the Monument Lake 11-150H CDM. Natural gas production from two wells, the Monument Lake 11-150H and Monument Lake 11-155H, is routed to these dehydration units. The Monument Lake 11-150H CDM facility is located in the NW¼ NE¼ Section 11, T22N, R93W, approximately sixteen (16) miles north-northeast of Wamsutter, in Sweetwater County, Wyoming.

Wexpro Company (A0006155): Construct a new gas/condensate production facility, known as the Whiskey Canyon Pad 5 (F028172), consisting of the Whiskey Canyon Unit 5, 8, 9, 10, 13, and 15 wells, with one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the condensate storage tanks and active produced water tanks, located in the SE1/4NW1/4 of Section 24, T13N, R101W, approximately forty-one (41) miles south-southwest of Table Rock, in Sweetwater County, Wyoming.
