PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO COTTONWOOD RESERVOIR

 The Wyoming Department of Environmental Quality (WDEQ) has received a request from Alder Environmental, LLC on behalf of Snake River Associates, LLC and New Moraine, LLC for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #27, for discharge of dredged or fill material to Cottonwood Reservoir, a waterbody in the Fish Creek drainage near Teton Village, Wyoming. The objectives of this project are to establish emergent wetland habitat for Trumpeter Swans, off-site wetland mitigation for future wetland impacts and shoreline protection. All waters within the Fish Creek drainage are designated Class 1 waters where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed activities include placement of 135,000 cubic yards (CY) of clean fill in the southeast portion of the reservoir to establish approximately 4 acres of aquatic bed, 2 acres of emergent wetland and two small islands. The reservoir area affected by these activities is currently aquatic bed and deep open water so no wetland losses would occur.
