The Division of Air Quality, proposes to approve the following requests:

Balidor Oil & Gas, LLC (A0006116): Construct a new sweet crude oil and natural gas production facility, known as the Netz 12-1 PAD (F028156), consisting of the Netz 3468-12-1-2 TUXH and 3468-12-1-2 NXH wells, with two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the oil storage tanks and active produced water tanks, located in the SW1/4SE1/4 of Section 12, T34N, R68W, approximately twenty-four (24) miles east-northeast of Douglas, in Converse County, Wyoming.

Balidor Oil & Gas, LLC (A0006066): Permit an existing sweet crude oil and natural gas production facility, known as the Joss 34-67-35-4H (F028146), with one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the oil storage tanks and active produced water tanks, located in the SE1/4NW1/4 of Section 35, T34N, R67W, approximately fifteen (15) miles west-northwest of Manville, in Niobrara County, Wyoming.

Bighorn Construction and Reclamation, LLC (A0006304): Establish the Jennifer Pit, a fifteen (15) acre pit, which will include gravel crushing, screening, exposed acreage, stockpiling and haul activity located in the SW¼SW¼ of Section 16, T33N, R72W, approximately eight (8) miles north-northwest of Douglas, in Converse County, Wyoming. The applicant estimates an annual production rate of 150,000 tons. No concrete batch or hot mix asphalt plants are planned for this site.

(A0005995): Modify the Sheldon Draw 37-71 16-1PH by converting it to a central facility, known as the Shelden Draw Unit 37-71-16 PAD 1, with the addition of production and equipment associated with one new well, the SDU Tillard Fed 09-043771-1XPH, with three smokeless enclosed combustion devices to control volatile organic compounds and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, truck loadout, located in the NW1/4NW1/4 of Section 16, T37N, R71W, approximately seven (7) miles west-southwest of Bill, in Converse County, Wyoming.

Devon Energy Production Company, L.P. (A0006098): Construct a new sweet crude oil and natural gas production facility, known as the PRCC Fed 04 CTB 3 (F028144), consisting of the PRCC Fed 04-334071-4XTLH and 04-334071-4XTUH wells, with one smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil storage tanks and active produced water tanks, located in the SE1/4SE1/4 of Section 4, T39N, R71W, approximately twelve (12) miles north-northwest of Bill, in Converse County, Wyoming.

Southland Royalty Company, LLC (A0006125): Construct a new gas and condensate production facility, known as the Fillmore West PAD (F028162), consisting of the Fillmore E3 19-1H and E3 19-A1H wells, with two smokeless combustion devices and one smokeless flare to control volatile organic compounds and hazardous air pollutant emissions associated with the condensate tanks, active produced water tanks, pneumatic pumps, truck loading and heater treater gas, located in the SW1/4 SW1/4 of Section 19, T19N, R91W, approximately twenty-seven (27) miles west-southwest of Rawlins, in Carbon County, Wyoming.

Williams Field Services Company (A0005887): Modify the volatile organic compounds (VOC) emission rate for the six (6) 1,875 hp (site rated) Caterpillar G3606LE A4 compressor engines and the initial testing requirements for the three (3) Capstone C200 microturbines at the Chain Lake Compressor Station. The Chain Lake Compressor Station is located in the W1/2 SE1/4 of Section 33, T22N, R94W, approximately ten (10) miles north-northwest of Wamsutter, in Sweetwater County, Wyoming.
