The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0005976): Modify the Stud Horse Butte 10-14 well site by converting it to a central facility, known as the Stud Horse Butte 10-14 Central Facility (F021490), with the addition of production and equipment associated with thirty-one wells, the Stud Horse Butte 15-14, 49-14, 50-14, 51-14, 62-14, 63-14, 64-14, 67-14, 68-14, 77-14, 105-14, 114-13, 114X-14, 127-14, 127X-14, 128-14, Cabrito 13-13, 57-13, 58-13, 70-13, 71-13, 72-13, 73-13, 74-13, 75-13, 112X-13, 113-13, 113X-13, 123-13, 124X-13 and 126-13, with two reboiler overheads condensers, two TEG flash tank separators and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks, truck loading and pneumatic pumps, located in the SW1/4SE1/4 of Section 14, T29N, R108W, approximately fifteen (15) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3429.8 tpy and a decrease in actual NOx emissions of 164.3 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005925): Modify the Riverside 10-13 SimOps PAD (F027960) with the addition of production and equipment associated with ten new wells, the Riverside 1A1-13D, 1B2-13D, 2A1-13D, 2B1-13D, 7A1-13D, 7B2-13D, 8A2-13D, 8B1-13D, 8B2-13D and 8C1-13D, and by separating the facility from the Riverside 10-13 PAD, with three line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the NW1/4SE1/4 of Section 13, T31N, R109W, approximately seven (7) miles south-southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 769.5 tpy and a decrease in actual NOx emissions of 731.3 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005923): Modify the Stud Horse Butte 84-9 Central Facility (F022916) with the addition of production and equipment associated with eleven new wells, the Stud Horse Butte 50-4, 51-4, 52-4, 53-4, 59-4, 106-4, 114x-4, 115x-4, 219-4A, 220-4 and 220-4RD with two reboiler overheads condensers, two TEG flash tank separators and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks, truck loading and pneumatic pumps, located in the NW1/4NE1/4 of Section 9, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3412.9 tpy and a decrease in actual NOx emissions of 168.8 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005926): Construct a new gas/condensate production facility, known as the Antelope 6-9 Central Facility (F028035), consisting of the Antelope 6-9 well, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4NE1/4 of Section 9, T29N, R107W, approximately twelve (12) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3412.9 tpy and a decrease in actual NOx emissions of 168.8 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

(A0004012): Modify the Riverside 10-13 PAD (F020595) with the addition of production and equipment associated with additional gas production from ten new off-site wells, with five reboiler overheads condensers and five smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pumps, located in the NW1/4SE1/4 of Section 13, T31N, R109W, approximately seven (7) miles south-southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 769.5 tpy and a decrease in actual NOx emissions of 731.3 tpy. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 752.1 tpy and a decrease in actual NOx emissions of 701.7 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 752.1 tpy and a decrease in actual NOx emissions of 701.7 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.
