PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO ARIZONA, PACIFIC AND SPREAD CREEKS

The Wyoming Department of Environmental Quality (WDEQ) has received three requests from the U.S. National Park Service for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #23, for discharge of dredged or fill material to Arizona, Pacific and Spread Creeks within Grand Teton National Park near Moran, Wyoming. The purpose of these projects are to repair structural deficiencies at two bridges over Pacific and Spread Creeks and one box culvert on Arizona Creek where erosion threatens to undermine abutments and piers and has damaged wing walls. All waters within Grand Teton National Park are designated Class 1 where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. 

Proposed activities on Arizona Creek includes replacement of all four damaged wing walls with concrete walls of the box culvert, placement of  286 cubic yards (CY) of rock riprap to protect the structure and placement of a rock weir to aid in fish passage. This project will result in approximately 0.02 acre of temporary wetland disturbance.  

Proposed activities on Pacific Creek include placement of 45 CY of rock riprap to protect the southern river bank and bridge abutment.

Proposed activities on Spread Creek include placement of 334 CY of rock riprap to protect the northern bank, southern bridge abutment and two piers. This project will result in approximately 0.01 acre of temporary wetland disturbance.
