The Division of Air Quality, proposes to approve the following requests:

Ultra Resources, Inc. (A0005848): Modify the Boulder 7-33 PAD (F027944) with the addition of production equipment and by removing the facility from the Boulder 12-33 SimOps PAD, with one line heater secondary burner control to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pump, located in the SW1/4NE1/4 of Section 33, T31N, R108W, approximately nine (9) miles south of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 836.8 tpy and a decrease in actual NOx emissions of 771.0 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0003651): Modify the Boulder 12-33 SimOps PAD (F017554) with the addition of production and equipment associated with additional gas production from twenty-six new off-site wells, with ten reboiler overheads condensers and ten smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pumps, located in the NW1/4SW1/4 of Section 33, T31N, R108W, approximately nine (9) miles south of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Ultra Resources, Inc. (A0005847): Construct a new gas/condensate production facility, known as the Boulder 10-33 SimOps PAD (F027945), consisting of the Boulder 1C1-33D, 2A2-33D, 2B1-33D, 2C1-33D, 5C1-34D, 7B1-33D, 7C1-33D, 7D1-33D, 8A1-33D, 8B1-33D, 8D1-33D, 9A1-33D, 9B1-33D, 9C1-33D, 10-33-B-1H, 10A1-33D, 10B1-33D, 10C1-33D, 10D1-33D, 15A1-33D, 15C1-33D, 15D1-33D, 16A1-33D, 16B1-33D, 16C1-33D and 16D1-33D wells, with five line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the NW1/4SE1/4 of Section 33, T31N, R108W, approximately nine (9) miles south of Boulder, in Sublette County, Wyoming.
