The Division of Air Quality, proposes to approve the following requests:

Anschutz Oil Company, LLC (A0005392): Construct a new sweet crude oil and natural gas production facility, known as the Winnie Federal 4176 PAD (F027963), consisting of the Winnie Federal 4176-9-1 FH and 4176-9-2 FH wells, with two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the oil storage tanks and active produced water tanks, located in the SE1/4SE1/4 of Section 9, T41N, R76W, approximately twelve (12) miles west-southwest of Pine Tree Junction, in Campbell County, Wyoming.

Ballard Petroleum Holdings, LLC (A0005787): Construct a new sweet crude oil and natural gas production facility, known as the Dilts Federal 34-17 PH (F028003), with a common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loading, located in the SW1/4SE1/4 of Section 17, T42N, R72W, approximately ten (10) miles south-southwest of Wright, in Campbell County, Wyoming.

Rowdy Pipeline, LLC (A0005400): Reconstruct the Mustang Compressor Station. The existing Air Quality Permit MD-15171 expired on October 9, 2015. This application is to install four (4) 637 hp Caterpillar 3412 lean burn compressor engines, any combination of four (4) 637 hp Caterpillar 3412 lean burn or 600 hp Caterpillar CG137-12 rich burn compressor engines, any combination five (5) 1,380 hp Caterpillar 3516 ULB/ULBJ or 1,340 Caterpillar 3516 LEU lean burn compressor engines, two (2) process flares each with separate 0.1 MMcfd low-pressure and 6 MMcfd high-pressure tip, two (2) 12 MMcfd emergency flares, four (4) 2-phase separators, one (1) 3-phase separate with 0.25 MMBtu/hr heater, two (2) 15 MMcfd or less TEG dehydration units each with 0.5 MMBtu/hr burner, two (2) 30,000 gal or less condensate bullet tanks, one (1) 200 bbl or less produced water tank and one (1) 100 bbl or less slop tank at the Mustang Compressor Station, which is located in the NE¼SE¼ of Section 35, T43N, R73W, approximately nine (9) miles southwest of Wright, in Campbell County, Wyoming.

Western Fuels-Wyoming, Inc. (A0004720): Modify operations at the Dry Fork Mine by updating the coal mining pit progression areas to include the updated lease reserves, updating the mining schedule to allow mining through 2065, revising the lands necessary to conduct mining (LNCM) boundary to accommodate new pit progression areas that are located outside the current LNCM boundary, and adding a crushing unit and coal haul. The maximum annual coal production rate will remain at 15 million tons per year (MMtpy). The Dry Fork Mine is located at 3629 Garner Lake Road, Gillette, in Campbell County, Wyoming.

WGR Operating, LP (A0005223): Replace the existing flare at Hilight Gas Plant with a new process flare, and also update the condensate tanks TK31-TK34 (TNK001-TNK004) as uncontrolled. The Hilight Gas Plant is located in the W½SW¼ of Section 26, T45N, R71W, approximately eight (8) miles northeast of Reno Junction, Campbell County, Wyoming.
