The Division of Air Quality, proposes to approve the following requests:

Andeavor Gathering I LLC (A0005775): Construct a 40 million cubic feet per day (MMCFD) triethylene glycol (TEG) dehydration unit and associated equipment at the Stewart Point 11-20 PAD (F028069), with one reboiler overheads condenser, one TEG flash separator and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, located in the NE1/4SW1/4 Section 20, T33N, R109W, approximately four (4) miles south-southwest of Pinedale, in Sublette County, Wyoming. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 21.2 tpy and a decrease in actual NOx emissions of 203.1 tpy. Therefore, Andeavor Gathering I, LLC has met the offset requirements for VOCs and NOx.

Kaiser-Francis Oil Company (A0005784): Construct a new multiple well sweet crude oil and natural gas production facility, known as the Barracuda 3 PAD (F027228), consisting of the Barracuda 3-26H, Barracuda 4-26H, Dart 3-2530H and Dart 4-2530H wells, with a common smokeless flare to control volatile organic compounds and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the NW1/4SW1/4 of Section 25, T16N, R65W, approximately seventeen (17) miles northeast of Cheyenne, in Laramie County, Wyoming.

Jonah Energy LLC (A0005792): Modify the Hacienda 14-30 Central Facility (F014622) with the addition of production equipment with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SE1/4SW1/4 of Section 30, T28N, R108W, approximately twenty-three (23) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3415.4 tpy and a decrease in actual NOx emissions of 162.4 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005788): Construct a new gas/condensate production facility, known as the Antelope 8-20 Central Facility (F028034), consisting of the Antelope 8-20 well with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4SE1/4 of Section 20, T29N, R107W, approximately fourteen (14) miles south-southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3419.0 tpy and a decrease in actual NOx emissions of 162.6 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Thunder Creek Gas Services, LLC (A0005211): Modify the FB-1233 Compressor Station by updating the emissions from the produced water tanks and truck load-out and add the flexibility of either a combustor, flare or a BTEX eliminator to control the 25 MMscfd dehydration unit. The FB-1233 Compressor Station is located in the SW¼SE¼ of Section 12, T43N, R73W, approximately six (6) miles southwest of Reno Junction, in Campbell County, Wyoming.

Ultra Resources, Inc. (A0005778): Construct a new gas/condensate production facility, known as the Warbonnet 12-2 SimOps PAD (F027943), consisting of the Warbonnet 3B1-2D, 4A1-11D, 4D2-11D, 5C2-2D, 5D2-2D, 6C2-2D, 10C2-2D, 11A2-2D, 11C2-2D, 11D2-2D, 12B1-2D, 12C2-2D, 13A1-2D, 13B1-2D, 13C2-2D, 13D2-2D, 14B1-2D, 14C1-2D, 14D1-2D and 15B2-2D, with three line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the NW1/4SW1/4 of Section 2, T30N, R108W, approximately ten (10) miles south of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 880.4 tpy and a decrease in actual NOx emissions of 811.7 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.
