The Division of Air Quality, proposes to approve the following requests:

Chesapeake Operating LLC (A0005734): Modify the Combs Ranch 16-33-70 B PAD (F026168) with the addition of production and equipment associated with two new wells, the Combs Ranch USA B SX 13H and USA B SX 15H, with three common smokeless combustion devices to control volatile organic compounds and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the NE1/4NW1/4 of Section 16, T33N, R70W, approximately eight (8) miles northeast of Douglas, in Converse County, Wyoming.

Chesapeake Operating LLC (A0005672): Modify the Graham 23-35-71 A 1H well site by converting it to a central facility, known as the Graham 23-35-71 A PAD (F025198), with the addition of production and equipment associated with one new well, the Graham 23-35-71 A TR 15H, with three common smokeless combustion devices to control volatile organic compounds and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the SE1/4SW1/4 of Section 23, T35N, R71W, approximately sixteen (16) miles north of Douglas, in Converse County, Wyoming.

EOG Resources, Inc. (A0005677): Modify the Blade 21 SENW PAD (F026031) with the addition of production and equipment associated with three new wells, the Blade 32-2128H, 434-2128H and 453-2128H, with three reboiler overheads condensers and two common smokeless flares to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, dehydration units, pneumatic pumps and truck loadout, located in the SE1/4NW1/4 of Section 21, T40N, R71W, approximately fifteen (15) miles north-northwest of Bill, in Converse County, Wyoming.

Tallgrass Midstream, LLC (A0005812): Modify the Powell Booster Station (F000452) by changing the name of the facility from the Powell Booster Station to the Powell Compressor Station and replace the existing 2.0 MMscfd dehydration unit (DHY001), reboiler (HET001) and combustor (FLR001) with an existing 6.0 MMscfd dehydration unit equipped with a 0.125 MMBtu/hr reboiler and combustor that are currently located at the Well Draw Booster facility. Tallgrass Midstream, LLC is also including pigging activities (BVC001), compressor rod packing leaks (BVC002), and updating the facility emissions. The Powell Compressor Station is located in the NE¼SW¼ of Section 8, T39N, R73W, approximately twenty-two (22) miles west-northwest of Bill, in Converse County, Wyoming.

WGR Operating, LP (A0005861): Modify the Fontenelle Station (F000588) with the removal of one (1) 1,375 hp Waukesha 7042GSI compressor engine (ENG004). The Fontenelle Station is located in the SE1/4 of Section 14, T24N, R111W, approximately twenty-eight (28) miles west of Farson, in Sweetwater County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable; have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, has resulted in a decrease in NOx emissions of 3.4 tpy and a decrease in VOC emissions of 84.9 tpy. Therefore, WGR Operating, LP has met the offset requirements for NOx and VOC.
