The Division of Air Quality, proposes to approve the following requests:

EOG Resources, Inc. (A0005682): Modify the Flatbow 13 NENE PAD (F026888) with the addition of production and equipment associated with two new wells, the Flatbow 424-13H and 435-13H, with four common smokeless flares to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NE1/4 of Section 13, T42N, R73W, approximately ten (10) miles south-southwest of Wright, in Campbell County, Wyoming.

Jonah Energy LLC (A0005704): Modify the Stud Horse Butte 72-9 Central Facility (F024459) with the addition of production and equipment associated with four wells, the Stud Horse Butte 210-9, 214-9, 215-9B and 215-9C, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 9, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3430.1 tpy and a decrease in actual NOx emissions of 166.2 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005728): Modify the Cabrito 8-25 Central Facility (F014098) with the addition of production and equipment associated with twenty-nine wells, the Cabrito 10-25, 11-25, 12-25, 13-25, 14-25, 52-25, 53-25, 54-25, 58-25, 59-25, 60-25, 61-25, 69-25, 70-25, 71-25, 75-25, 76-25, 110-25, 111-25, 112-25, 112X-25, 113-25, 114-25, 121-25, 122-25, 123-25, 124-25, 124-25X and 125-25, with three reboiler overheads condensers, three TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SE1/4NE1/4 of Section 25, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 40.3 TPY from the baseline period and NOx emissions have decreased 6.2 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Pinedale Energy Partners Operating, LLC (A0005693): Construct a new gas/condensate production facility, known as the Stewart Point 11-20 PAD (F028054), consisting of the Stewart Point 9C4-20, 10A2-20, 10B2-20, 11A4-20, 11D3-20, 14B4-20, 14D2-20 and 15B3-20, with the pneumatic pump off-gas routed through a closed-loop fuel gas system and used as fuel for the burners on location, located in the NE1/4SW1/4 Section 20, T33N, R109W, approximately four (4) miles south-southwest of Pinedale, in Sublette County, Wyoming. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 484.4 tpy and a decrease in actual NOx emissions of 58.5 tpy. Therefore, Pinedale Energy Partners Operating LLC has met the offset requirements for VOCs and NOx.

Powder River Midstream, LLC (A0005475): Modify the Malibu-Surfer Compressor Station to consist of the existing two (2) 1,680 hp Waukesha L7044GSI (ENG002-ENG003), the existing two (2) 915 hp Caterpillar G3512LE engines (ENG006-ENG007), the proposed one (1) 1,775 Caterpillar G3606LE or 1,680 hp Waukesha L7044GSI engine (ENG016), the existing one (1) 30.0 MMscfd dehydration unit (DHY001) equipped with a 0.75 MMBtu/hr reboiler (HTR001) and the existing one (1) 400 barrel (bbl) produced water storage tank (TNK001). The Malibu-Surfer Compressor Station is located in the SW¼ of Section 16, T48N, R76W, approximately twenty-one (21) miles north-northwest of Savageton, in Campbell County, Wyoming.
