The Division of Air Quality, proposes to approve the following requests:

BP America Production Company (A0005779): Install one (1) 380 hp Cummins KTA19GC380 rich burn compressor engine or one (1) 625 hp Caterpillar 398TA rich burn compressor engine (ENG001) at the Frewen 7-15 production facility. The Frewen 7-15 production facility is located in the NE1/4SE1/4 of Section 7, T19N, R94W, approximately four (4) miles southwest of Wamsutter, in Sweetwater County, Wyoming.

FDL Operating, LLC (A0005357): Modify the Salt Creek LACT 13 Tank Battery / Recycle Compressor Station #3 (F024386) with the addition of an emergency truck loadout site, with three vapor recovery units and limited oil sent to truck loading to control volatile organic compound and hazardous air pollutant emissions associated with the the oil tanks, produced water tanks, gunbarrels, free water knockouts and truck loadout, located in the SE1/4NE1/4 of Section 2, T39N, R79W, approximately two (2) miles south-southwest of Midwest, in Natrona County, Wyoming.

Jonah Energy LLC (A0005654): Modify the Corona 1-30 Central Facility (F011119) by recompleting the Stud Horse Butte 7-30 well, with two reboiler overheads condensers and three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4NE1/4 of Section 30, T29N, R108W, approximately nineteen (19) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3393.0 tpy and a decrease in actual NOx emissions of 160.2 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005652): Modify the Corona 14A Central Facility (F026239) by recompleting the Corona 14a4, 14b4 and 14g3 wells, with three reboiler overheads condensers and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NE1/4 of Section 14, T28N, R109W, approximately twenty-two (22) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3393.0 tpy and a decrease in actual NOx emissions of 160.2 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005653): Modify the Jonah Federal 5-6 Central Facility (F009532) by recompleting the Yellow Point 38-1 well, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 6, T28N, R108W, approximately twenty (20) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.7 TPY from the baseline period and NOx emissions have not changed from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0005661): Modify the Corona 1-11 Central Facility (F004348) by recompleting the Corona 1-11 well, with three reboiler overheads condensers and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NE1/4 of Section 11, T28N, R109W, approximately nineteen (19) miles east-southeast of Big Piney, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 32.8 TPY from the baseline period and NOx emissions decreased 0.1 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Ultra Resources, Inc. (A0005609): Modify the Warbonnet 9-23 PAD (F005542) with the addition of production and equipment associated with additional gas production from twenty-three new off-site wells, with seven reboiler overheads condensers, seven smokeless combustion devices and one line heater secondary burner control to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pumps, located in the NE1/4SE1/4 of Section 23, T30N, R108W, approximately thirteen (13) miles south of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 897.6 tpy and a decrease in actual NOx emissions of 825.9 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 897.6 tpy and a decrease in actual NOx emissions of 825.9 tpy. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 886.2 tpy and a decrease in actual NOx emissions of 820.2 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.
