The Division of Air Quality, proposes to approve the following requests:

EOG Resources, Inc. (A0005692): Construct a new sweet crude oil and natural gas production facility, known as the Catapult 13 NWSW PAD (F027868), consisting of the Catapult 297-1324H and 697-1324H wells, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, dehydration units, vapor recovery towers, pneumatic pumps and truck loadout, located in the NW1/4SW1/4 of Section 13, T39N, R73W, approximately eighteen (18) miles west-northwest of Bill, in Converse County, Wyoming.

Tallgrass Midstream, LLC (A0005342): Modify the Well Draw Booster Station (F000468) by changing the name of the facility from the Well Draw Booster Station to the Well Draw Compressor Station and installing four (4) 1,680 hp Waukesha L7044GSI compressor engines (ENG007-ENG010), two (2) 400 barrel (bbl) atmospheric slop oil storage tanks (TNK015-TNK016), one (1) 3-phase horizontal pressurized separator (SEP001), pneumatic controllers (PNE002), pigging activities, two (2) 30.0 MMscfd dehydration units (DHY002-DHY003) each equipped with a 1.0 MMBtu/hr reboiler (HET004-HET005) and two (2) 2.0 MMBtu/hr combustor (FLR003-FLR004) to control the dehydration units, and updating the facility emissions. Tallgrass Midstream, LLC is also requesting to replace the Fugitive Emission Monitoring Program submitted by DCP referenced in Condition 21 of Air Quality Permit P0001584 with Tallgrass Midstream, LLC’s Wyoming Fugitive Emission Leak Detection and Repair Program. The Well Draw Compressor Station is located in the SE¼ of Section 21, T35N, R69W, approximately eighteen (18) miles south-southeast of Bill, in Converse County, Wyoming.
