The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0005617): Modify the Stud Horse Butte 10-28 Central Facility (F013126) with the addition of production equipment, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4SE1/4 of Section 28, T29N, R108W, approximately eighteen (18) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3385.3 tpy and a decrease in actual NOx emissions of 151.6 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005636): Modify the Corona 8-11 Central Facility (F011030) by recompleting the Corona 11a5, 11b2, 11g2 and 11h3 wells, with four reboiler overheads condensers and five smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SE1/4NE1/4 of Section 11, T28N, R109W, approximately twenty-one (21) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3371.9 tpy and a decrease in actual NOx emissions of 155.4 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005630): Modify the Cabrito 15-13 Central Facility (F011978) with the addition of production and equipment associated with four new wells, the Cabrito 13o2, 13n1, 13o3 and 13p2, with three reboiler overheads condensers and three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SE1/4 of Section 13, T29N, R108W, approximately fifteen (15) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3385.3 tpy and a decrease in actual NOx emissions of 151.6 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005624): Modify the Yellow Point 4-12 Central Facility (F012121) by recompleting the Yellow Point 77-11 well, with two reboiler overheads condensers, two flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4NW1/4 of Section 12, T28N, R109W, approximately twenty-one (21) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have not changed from the baseline period and NOx emissions have decreased 0.3 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0005656): Modify the Cabrito 15-30 Central Facility (F010224) by recompleting the Cabrito 30i2 well, with two reboiler overheads condensers, one flash tank separator and three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SE1/4 of Section 30, T29N, R107W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3371.9 tpy and a decrease in actual NOx emissions of 155.4 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.
