The Division of Air Quality, proposes to approve the following requests:

Powder River Midstream, LLC (A0003109): Modify the South Prong/Pearson Draw Compressor Station to consist of the existing one (1) 1,680 hp Waukesha L7044GSI (ENG002), the existing five (5) 915 hp Caterpillar G3512LE engines (ENG005-ENG009), the proposed two (2) 1,775 Caterpillar G3606LE or 1,680 hp Waukesha L7044GSI engines in any combination (ENG004, ENG010), the proposed one (1) 915 hp Caterpillar G3512LE or 840 hp Waukesha F3524GSI engine, in any combination (ENG011), the existing one (1) 30.0 MMscfd dehydration unit (DHY001) equipped with a 0.75 MMBtu/hr reboiler (HTR001) and the existing one (1) 400 barrel (bbl) produced water storage tank (TNK001). The South Prong/Pearson Draw Compressor Station is located in the NE¼ of Section 36, T49N, R76W, approximately twenty-three (23) miles north-northwest of Savageton, in Campbell County, Wyoming.

Rowdy Pipeline, LLC (A0005400): Reconstruct the Mustang Compressor Station. The existing Air Quality Permit MD-15171 expired on October 9, 2015. This application is to install four (4) 637 hp Caterpillar 3412 lean burn compressor engines, any combination of four (4) 637 hp Caterpillar 3412 lean burn or 600 hp Caterpillar CG137-12 rich burn compressor engines, any combination five (5) 1,380 hp Caterpillar 3516 ULB/ULBJ or 1,340 Caterpillar 3516 LEU lean burn compressor engines, two (2) process flares each with separate 0.1 MMcfd low-pressure and 6 MMcfd high-pressure tip, two (2) 12 MMcfd emergency flares, four (4) 2-phase separators, one (1) 3-phase separate with 0.25 MMBtu/hr heater, two (2) 15 MMcfd or less TEG dehydration units each with 0.5 MMBtu/hr burner, two (2) 30,000 gal or less condensate bullet tanks, one (1) 200 bbl or less produced water tank and one (1) 100 bbl or less slop tank at the Mustang Compressor Station, which is located in the NE¼SE¼ of Section 35, T43N, R73W, approximately nine (9) miles southwest of Wright, in Campbell County, Wyoming.
