Public Notice – South Park Service Center Improvement and Service District – CWSRF and DWSRF Application – Centralized Sewer Collection System Project and Water System Improvements Project

NOTICE OF PUBLIC MEETING

The South Park Service Center Improvement and Service District (SPSC ISD), Jackson, WY, will conduct a public meeting at 11:00 A.M, local time, on Monday, January 22, 2018, at the offices of Grand Teton Property Management, 610 W. Broadway, Suite 203, in Jackson, WY, 83001. The purpose of the meeting is to allow citizens to review and comment on the following projects: 1) The SPSC ISD Centralized Sewer Collection System Project, which consists of the installation of a new collection system to replace inadequate onsite treatment systems, and 2) The SPSC ISD Water System Improvements Project, which consists of the replacement of 35-year-old, deteriorated water system components. (Construction of the sewer and water system infrastructure will terminate at the individual parcel lines.)

The South Park Service Center Improvement and Service District (SPSC ISD) intends to use funds from the Wyoming Clean Water and Drinking Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. The SPSC ISD will present the preliminary design of the proposed project and discuss the estimated cost of the improvements. Based on current estimates, the SPSC ISD plans to borrow $593,157 (including 25% principal forgiveness) from the Wyoming Clean Water State Revolving Loan Fund and $643,549 (including 25% principal forgiveness) from the Drinking Water State Revolving Loan Fund. Increased user fees and assessments will repay the loan. The average rate increase is estimated to be approximately $158.54/month per lot to repay the CWSRF loan and approximately $172.01/month per lot to repay the DWSRF loan; both loans have terms of 2.5% and 20 years. A preliminary plan of improvements and estimates can be reviewed at the office of Nelson Engineering (430 S. Cache, Jackson, WY), contact Matt Bowers at (307)733-2087.

Written comments are also welcome and must be received by 5:00 P.M. on January 19, 2018. Send comments to Nelson Engineering, Attn: Matt Bowers, RE: SPSC ISD, P.O. Box 1599, Jackson, WY 83001.
