The Division of Air Quality, proposes to approve the following requests:

Ballard Petroleum Holdings (A0005422): Construct a new sweet crude oil and natural gas production facility, known as the Leavitt Trust Fed 21-6-7 NH (F028004), with a vapor recovery unit and smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks and active produced water tanks, located in the NE1/4NW1/4 of Section 6, T42N, R73W, approximately six (6) miles east-northeast of Pine Tree Junction, in Campbell County, Wyoming.

Jonah Energy LLC (A0005615): Modify the Stud Horse Butte 6-32 Central Facility (F015288) with the addition of production and equipment associated with fourteen wells, the Stud Horse Butte 1-32, 2-32, 3-32, 17-32, 19-32, 20-32, 21-32, 28-32, 29-32V, 29-32VR, 30-32, 31-32V, 32-32V and 33-32V, with one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SE1/4NW1/4 of Section 32, T29N, R108W, approximately twenty (20) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.9 TPY from the baseline period and NOx emissions have decreased 1.5 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0005612): Modify the Stud Horse Butte 4-27 Central Facility (F013696) with the addition of production and equipment associated with thirty-two wells, the Stud Horse Butte 10-22, 11-22, 12-22, 13-22, 14-22, 15-22X, 51-22, 52-22, 53-22, 54-22, 55-22, 56-22, 57-22, 58-22, 59-22, 60-22, 61-22, 67-22, 69-22, 70-22, 71-22, 72-22, 73-22, 74-22, 75-22, 76-22, 77-22, 78-22, 79-22, 110-22, 114-22 and 122-22, with one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4NW1/4 of Section 27, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 21.6 TPY from the baseline period and NOx emissions have decreased 7.4 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0005547): Modify the Yellow Point 1-13 Central Facility (F002475) by recompleting the Yellow Point 13-13 and 66-14 wells, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NE1/4 of Section 13, T28N, R109W, approximately twenty-one (21) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3407.4 tpy and a decrease in actual NOx emissions of 156.8 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Kaiser-Francis Oil Company (A0005424): Construct a new multiple well sweet crude oil and natural gas production facility, known as the Shelby 3 PAD (F027229), consisting of the Shelby 3-0403H, Shelby 4-0403H, Rheeti 2-0506H and Rheeti 3-0506H wells, with a common smokeless flare to control volatile organic compounds and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the SW1/4SW1/4 of Section 4, T15N, R65W, approximately thirteen (13) miles northeast of Cheyenne, in Laramie County, Wyoming.

Pinedale Energy Partners Operating, LLC (A0005330): Modify the Stewart Point 1-29 PAD (F023709) with the addition of production and equipment associated with eight new wells, the Stewart Point 1A3-29, 1B2-29, 1C3-29, 2D1-29, 4B2-28, 4C3-28, 8A2-29 and 8C2-29, with two reboiler overheads condensers, two TEG flash separators and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and two pneumatic heat trace pumps, located in the NE1/4NE1/4 Section 29, T33N, R109W, approximately four (4) miles south-southwest of Pinedale, in Sublette County, Wyoming. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 485.5 tpy and a decrease in actual NOx emissions of 75.4 tpy. Therefore, Pinedale Energy Partners Operating LLC has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0005586): Modify the Mesa 6-27 PAD (F012480) with the addition of production equipment, with nine reboiler overheads condensers and three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pump, located in the SE1/4NW1/4 of Section 27, T32N, R109W, approximately six (6) miles west-southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 917.6 tpy and a decrease in actual NOx emissions of 842.1 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.
