The Division of Air Quality, proposes to approve the following requests:

Ultra Resources, Inc. (A0005431): Modify the Mesa 9-22 PAD (F017393) with the addition of production equipment and by separating the facility from the Mesa 6-27 PAD, with a line heater secondary burner control to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pump, located in the NE/4SE1/4 of Section 22, T32N, R109W, approximately five (5) miles west-southwest of Boulder, in Sublette County, Wyoming. Ultra has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current VOC and NOx emissions have not changed from the baseline period.

Ultra Resources, Inc. (A0005471): Modify the Mesa 3-27 PAD (F025036) with the addition of production equipment and by separating the facility from the Mesa 6-27 PAD, with a line heater secondary burner control to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the NE/4NW1/4 of Section 27, T32N, R109W, approximately five (5) miles west-southwest of Boulder, in Sublette County, Wyoming. Ultra has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current VOC and NOx emissions have not changed from the baseline period.

Ultra Resources, Inc. (A0005587): Modify the Mesa 9-21 PAD (F012481) with the addition of production equipment and by separating the facility from the Mesa 6-27 PAD, with a line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the NE/4SE1/4 of Section 21, T32N, R109W, approximately six (6) miles west of Boulder, in Sublette County, Wyoming. Ultra has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have not changed from the baseline period and NOx emissions have decreased 0.1 TPY from the baseline period. These emission reductions have been added to Ultra’s offset bank to use for future permitting actions.

Ultra Resources, Inc. (A0005464): Modify the Mesa 16-22 PAD (F027957) with the addition of production equipment and by removing the PAD from the Mesa 6-27 PAD, with one reboiler overheads condenser and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit and pneumatic pump, located in the SE1/4SE1/4 of Section 22, T32N, R109W, approximately five (5) miles west-southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 918.0 tpy and a decrease in actual NOx emissions of 842.0 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0005418): Modify the Mesa 3-27 SimOps PAD (F027958) with the addition of production equipment and by removing the PAD from the Mesa 6-27 PAD, with line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the NE1/4NW1/4 of Section 27, T32N, R109W, approximately five (5) miles west-southwest of Boulder, in Sublette County, Wyoming. Ultra has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.1 TPY from the baseline period and NOx emissions have decreased 0.2 TPY from the baseline period. These reductions have been added to Ultra’s offset bank to use for future permitting actions.
