The Division of Air Quality, proposes to approve the following requests:

Pinedale Energy Partners Operating, LLC (A0001849): Modify the Mesa 6-6 PAD (F017961) with the addition of production and equipment associated with twenty-four new wells, the Mesa 6A4-6, 7A4-6, 7C2-6, 7D2-6, 8B4-6, 8C2-6, 8C4-6, 8D3-6, 9B1-6, 9B3-6, 10A2-6, 10A4-6, 10B2-6, 10C2-6, 10D2-6, 10D4-6, 11A3-6, 11B1-6, 11B3-6, 11C2-6, 11C4-6, 14B1-6, 16A4-32 and Stewart Point 13C4-33, with two reboiler overheads condensers, two TEG flash separators and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the SE1/4NW1/4 Section 6, T32N, R109W, approximately six (6) miles south of Pinedale, in Sublette County, Wyoming. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 486.7 tpy and a decrease in actual NOx emissions of 63.8 tpy. Therefore, Pinedale Energy Partners Operating LLC has met the offset requirements for VOCs and
NOx.

Pinedale Energy Partners Operating, LLC (A0001126): Modify the Stewart Point 8-32 PAD (F016274) with the addition of production and equipment associated with eight new wells, the Stewart Point 3C3-33, 6B1-33, 6C2-33, 9A4-32, 11B3-33, 12A2-33, 12D3-33 and 16A2-32, with two reboiler overheads condensers, two TEG flash separators and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the SE1/4NE1/4 Section 32, T33N, R109W, approximately six (6) miles south of Pinedale, in Sublette County, Wyoming. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 486.7 tpy and a decrease in actual NOx emissions of 63.8 tpy. Pinedale Energy Partners Operating, LLC (A0001815): Modify the Stewart Point 11-33 PAD (F011115) with the addition of production and equipment associated with sixteen new wells, the Stewart Point 3C4-33, 6A3-33, 6D1-33, 6D4-33, 7A3-33, 7B2-33, 7C2-33, 11A4-33, 11B1-33, 11D1-33, 11D3-33, 14A1-33, 14A3-33, 14B2-33, 14B3-33 and 14D3-33, with two reboiler overheads condensers, two TEG flash separators and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and one pneumatic heat trace pump, located in the NE1/4SW1/4 Section 33, T33N, R109W, approximately six (6) miles south of Pinedale, in Sublette County, Wyoming. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 486.7 tpy and a decrease in actual NOx emissions of 63.8 tpy. Therefore, Pinedale Energy Partners Operating LLC has met the offset requirements for VOCs and NOx.

Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 487.8 tpy and a decrease in actual NOx emissions of 78.8 tpy. Therefore, Pinedale Energy Partners Operating LLC has met the offset requirements for VOCs and NOx.

WGR Operating, LP (A0005223)Replace the existing flare at Hilight Gas Plant with a new process flare. The Hilight Gas Plant is located in the W½SW¼ of Section 26, T45N, R71W, approximately eight (8) miles northeast of Reno Junction, Campbell County, Wyoming.
