The Division of Air Quality, proposes to approve the following requests:

Andeavor Gathering I LLC (A0005445): Install one (1) 8 million cubic feet per day (MMCFD) triethylene glycol (TEG) dehydration unit and associated equipment at the Trail Unit 54 (F028000) well site, with one reboiler overheads condenser and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, located in the NW1/4NW1/4 of Section 16, T13N, R100W, approximately thirty-nine (39) miles south-southwest of Table Rock, in Sweetwater County, Wyoming.

Andeavor Gathering I LLC (A0005433): Install one (1) 8 million cubic feet per day (MMCFD) triethylene glycol (TEG) dehydration unit and associated equipment at the Trail Unit 68 (F027745) well site, with one reboiler overheads condenser and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, located in the NW1/4NE1/4 of Section 3, T13N, R100W, approximately thirty-seven (37) miles south-southwest of Table Rock, in Sweetwater County, Wyoming.

Enterprise Jonah Gas Gathering Company LLC (A0004194): Modify the Paradise Compressor Station by removing the VRU engine and reclassifying the existing emergency flare to a process flare. The Paradise Compressor Station is located in the SW¼ of Section 2, T31N, R109W, approximately six (6) miles southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in NOx emissions of 7.3 tpy and a decrease in VOC emissions of 38.9 tpy. Therefore, Enterprise Jonah Gas Gathering Company, LLC has met the offset requirements for NOx and VOC.

Exxon Mobil Production Company (A0002527)Modify multiple gas/condensate production facilities (F027380) by replacing highbleed pneumatic controllers with low-bleed controllers, located approximately three (3) miles west-northwest of Calpet, in Sublette County, Wyoming. ExxonMobil Production Company has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 97.4 TPY from the baseline period and NOx emissions have not changed from the baseline period. These reductions have been added to ExxonMobil Production Company’s offset bank to use for future permitting actions.

Wexpro Company (A0005054): Modify the Canyon Creek PAD 72 (F024508) with the addition of production equipment associated with the Canyon Creek PAD 72 Booster Facility, a produced water handling facility, with two smokeless combustion devices to control volatile organic compounds and hazardous air pollutant emissions associated with the active produced water tanks and pneumatic pumps, located in the SW1/4NE1/4 of Section 35, T13N, R101W, approximately forty-three (43) miles southeast of Rock Springs, in Sweetwater County, Wyoming.
