The Wyoming Department of Environmental Quality Water and Waste Advisory Board Meeting

The Wyoming Water and Waste Advisory Board (WWAB) will meet on December 13, 2017, at 9:00 a.m. in the Willow Room of the Laramie County Library, 2200 Pioneer Ave, Cheyenne, Wyoming. The public is invited to attend and comment on proposed rules presented to the WWAB for its consideration. All written and oral comments received beginning on October 30, 2017 and prior to the adjournment of the December 13, 2017 WWAB meeting will be considered. Written and electronic comments submitted by 5:00 p.m. on November 29, 2017, will be included in the analysis of comments presentation.

Solid and Hazardous Waste Division- Beginning at 9:00 a.m. the WWAB will consider proposed revisions to Water Quality Rules and Regulations Chapter 17, Storage Tanks, and Chapter 19, Financial Responsibility for Underground Storage Tanks and new Storage Tank Rules and Regulations, Chapter 1, Storage Tanks. The proposed changes combine the two chapters into one new chapter Storage Tank Program, Chapter 1, Storage Tanks; moves the contents from WQD to SHWD; and repeals Chapters 17 and 19.  The proposed revisions incorporate changes to the 2015 federal rules and 2017 state statutes, provide clarifications, update references and move all references to Section 2, provide regulatory consistency between aboveground and underground tanks, make editorial and formatting changes, and change the ability to assess late tank fees on April 1 rather than September 1. At the conclusion of the presentation, SHWD will request that the WWAB consider the proposed revisions and make recommendation of adoption to the Environmental Quality Council.  Individuals with questions concerning the proposed revisions may contact Karen Halvorsen at (307) 777-7244. Water Quality Division- Following the Solid and Hazardous Waste Division presentation, the WWAB will consider proposed revisions to Water Quality Rules and Regulations Chapter 3, Regulations for Permit to Construct, Install or Modify Public Water Supplies, Wastewater Facilities, Disposal Systems, Biosolids Management Facilities, Treated Wastewater Reuse Systems and Other Facilities Capable of Causing or Contributing to Pollution; Chapter 8, Quality Standards for Wyoming Groundwaters; Chapter 9, Wyoming Groundwater Pollution Control Permit; Chapter 11, Design and Construction Standards for Sewerage Systems, Treatment Works, Disposal Systems or Other Facilities Capable of Causing or Contributing to Pollution and Mobile Home Park and Campground Sewerage and Public Water Supply Distribution Systems; Chapter 20, Permitting, Design And Operation Standards, Confined Swine Feeding Operations; Chapter 25, Septic Tanks, Soil Absorption Systems, and Other Small Wastewater Systems; and Chapter 26, Well Construction Standards. The proposed revisions address editorials that were discussed at the March 24, 2017 WWAB meeting.
