The Division of Air Quality, proposes to approve the following requests:

Dyno Nobel, Inc. (A0005260)Modify the Fertilizer Plant with the installation of a new ammonia flare (FLR003) for the purge gas system. The Fertilizer Plant is located in the W½ of Section 16 and the E½ of Section 17, T13N, R67W, approximately five (5) miles southwest of Cheyenne, in Laramie County, Wyoming.

EOG Resources, Inc. (A0005256): Install either one (1) 690 hp Caterpillar G3508 ULB or one (1) 670 hp Caterpillar G3508LE compressor engine (ENG003) at the Jubilee 21 NENW (West) PAD, located in the NE¼ NW¼ of Section 21, T13N, R65W, approximately nine (9) miles east-southeast of Cheyenne, in Laramie County, Wyoming.

Kaiser Frontier Mid-Stream LLC (A0005271): Modify Air Quality Permit P0022870 for the Silo Gas Plant by modifying the currently monthly flaring limit of 23.25 MMscf/month to an annual flaring limit of 279 MMscf/year to allow the plant more flexibility in day-to-day operation. KFMS is also requesting an adjustment to the potential to emit (PTE) limits associated with the flaring. The Silo Gas Plant is located in the NW1/4NE1/4 of Section 12, T15N, R65W, approximately fifteen (15) miles northeast of Cheyenne, in Laramie County, Wyoming.

Whiting Oil and Gas Corporation (A0002678): Modify the Torchlight CTB1 (F005982) with the addition of production equipment, with three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the oil storage tanks, slop oil tanks, active produced water tanks and produced gas, located in the NE1/4SE1/4 of Section 24, T51N, R93W, approximately three (3) miles east of Basin, in Big Horn County, Wyoming.
