The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0005135): Modify the Gobblers Knob 2 Central Facility (F002659) with the addition of production and equipment associated with eleven wells, the Stud Horse Butte 14-08, 60-08, 61-08, 70-08, 74-08, 108-08, 121-08, 125X-08, 203-17B, 203-17C and 220-08, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SE1/4 of Section 8, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3675.1 tpy and a decrease in actual NOx emissions of 324.6 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0005103): Modify the SOL 9-36 Central Facility (F022139) by recompleting the SOL 6-36, 11-36 and 12-36 wells, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4SE1/4 of Section 36, T29N, R109W, approximately eighteen (18) miles east-southeast of Big Piney, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3675.1 tpy and a decrease in actual NOx emissions of 324.6 tpy. Therefore, Jonah Energy has
met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0005093): Modify the Warbonnet 16-4 PAD (F017417) with the addition of production equipment, with four reboiler overheads condensers and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pumps, located in the SE1/4SE1/4 of Section 4, T30N, R108W, approximately ten (10) miles south of Boulder, in Sublette County, Wyoming. Ultra has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 2.2 TPY from the baseline period and NOx emissions have decreased 1.0 TPY from the baseline period. These reductions have been added to Ultra’s offset bank to use for future permitting actions.

Ultra Resources, Inc. (A0005099): Modify the Warbonnet 13-3 SimOps PAD (F027936) by separating the facility from the Warbonnet 16-4 PAD, with line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the SW1/4SW1/4 of Section 3, T30N, R108W, approximately eleven (11) miles south of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division's Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 968.6 tpy and a decrease in actual NOx emissions of 878.8 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

(A0005105): Modify the Warbonnet 15-4 SimOps PAD (F027935) by separating the facility from the Warbonnet 16-4 PAD, with line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the SW1/4SE1/4 of Section 4, T30N, R108W, approximately ten (10) miles south of Boulder, in Sublette County, Wyoming. Ultra has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions have not changed from the baseline period.
