The Division of Air Quality, proposes to approve the following requests:

AES Drilling Fluids, LLC (A0005009): Modify the AES Cheyenne Facility (F025214) by removing one (1) 230 hp Detroit 671 engine (ENG003) and by removing the testing requirments for engines ENG005 and ENG006. The AES Cheyenne Facility is located at 6645 Swan Court, Cheyenne, in Laramie County, Wyoming.

EOG Resources, Inc. (A0005051): Install one (1) 690 hp Caterpillar G3508 ULB compressor engine or one (1) 670 hp Caterpillar G3508 LE compressor engine (ENG002) at the Jubilee 36 NWNE PAD, located in the NW¼ NE¼ of Section 36, T13N, R65W, approximately twelve (12) miles east-southeast of Cheyenne, in Laramie County, Wyoming.

EOG Resources, Inc. (A0005101): Construct a new sweet crude oil and natural gas production facility, known as the Big Sandy 25 NWNE PAD (F027675), consisting of the Big Sandy 522-2536H and 523-2513H wells, with one common smokeless flare and one reboiler overheads condenser to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, dehydration units, vapor recovery towers, pneumatic pumps and truck loadout, located in the NW1/4NE1/4 of Section 25, T14N, R65W, approximately eleven (11) miles east of Cheyenne, in Laramie County, Wyoming.

EOG Resources, Inc. (A0005104): Operate seventy-five (75) portable compressor engines to consist of any combination of Caterpillar G3508 ULB, Caterpillar G3508 LE, Caterpillar CG137-12, Caterpillar CG137-8, Cummins KTA19GC or Caterpillar G3306B engines to be operated at various oil and gas well sites in Laramie County, Wyoming.

Jonah Energy LLC (A0005056): Modify the Stud Horse Butte 84-9 Central Facility (F022916) with the addition of production and equipment associated with twenty-four new wells, the Stud Horse Butte 14-4, 18-9, 19-9, 61-8, 69-4, 70-4, 73-4, 74-4, 75-4, 76-4, 90X-9, 91-9, 122-4, 124X-4, 125-4, 201-9B, 202-9, 203-9A, 203-9B, 203-9C, 204-9, 205-9, 221-4C and 222-4 with two reboiler overheads condensers, two TEG flash tank separators and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks, truck loading and pneumatic pumps, located in the NW1/4NE1/4 of Section 9, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3678.9 tpy and a decrease in actual NOx
emissions of 325.0 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0001299): Modify the Corona 70-31 PAD (F020537) by removing one (1) Capstone C30 microturbine, two (2) Kimray Model 4015 glycol pumps, and updating facility emissions. The Corona 70-31 PAD is located in the NE1/4SW1/4 of Section 31, T29N, R108W, approximately twenty-one (21) miles south of Boulder, in Sublette County, Wyoming. This application was received on August 21, 2015, but additional information was requested associated with the offset values reported within the application. The ownership of the Corona 70-31 PAD facility was transferred to Jonah Energy LLC on June 1, 2017. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 3,463.9 TPY from the baseline period and NOx emissions have decreased 141.4 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

WGR Operating, LP (A0004633): Update fugitive emissions and to incorporate 40 CFR part 60, subpart OOOO LDAR into the permit. The Hilight Gas Plant is located in the W½SW¼ of Section 26, T45N, R71W, approximately eight (8) miles northeast of Reno Junction, Campbell County, Wyoming.
