The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0005102): Modify the Jonah Federal 5-4 Central Facility (F013509) with the addition of production and equipment associated with two (2) wells, the Jonah Federal 17-4 and 24-3, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 4, T28N, R108W, approximately nineteen (19) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 6.6 TPY from the baseline period and NOx emissions have decreased 2.1 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Ultra Resources, Inc. (A0004317): Modify the Warbonnet 6-5 PAD by installing one (1) 1,340 hp Caterpillar G3516B engine, one (1) 325 hp Caterpillar G3406TA engine and one (1) 203 hp Caterpillar G3306TA engine. The Warbonnet 6-5 PAD is located in the SE1/4 NW1/4 of Section 5, T30N, R108W, approximately ten (10) miles south of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division's Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in NOx emissions of 884.5 tpy and a decrease in VOC emissions of 971.4 tpy. Therefore, Ultra Resources, Inc. has met the offset requirements for NOx and VOC.

Ultra Resources, Inc. (A0005012): Modify the Stud Horse Butte 9-21 PAD (F006551) with the addition of production equipment, with four reboiler overheads condensers and three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the condensate tanks, active produced water tanks, dehydration units and pneumatic pumps, located in the NE1/4SE1/4 of Section 21, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 966.4 tpy and a decrease in actual NOx emissions of 878.1 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0004974): Modify the Riverside 9-2 PAD (F014055) with the addition of production and equipment associated with additional gas production from eighteen new off-site wells, with ten reboiler overheads condensers and nine smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pumps, located in the NE1/4SE1/4 of Section 2, T31N, R109W, approximately five (5) miles southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 966.4 tpy and a decrease in actual NOx emissions of 878.1 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0004975): Modify the Riverside 5-1 SimOps PAD (F027894), by separating the facility from the Riverside 9-2 PAD, with six line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the SW1/4NW1/4 of Section 1, T31N, R109W, approximately five (5) miles southwest of Boulder, in Sublette County, Wyoming. Ultra has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions have not changed from the baseline period.

Ultra Resources, Inc. (A0004995): Construct a new gas/condensate production facility, known as the Riverside 5-1 SimOps EXP PAD (F027895), consisting of the Vible 3B1-12d, 3B2-12D, 10B1-1D, 10C1-1D, 11C1-1D, 11D1-1D, 11D2-1D, 13B2-1D, 13C2-1D, 13D1-1D, 13D2-1D, 14A1-1D, 14B1-1D, 14C1-1D, 14D1-1D, 15A1-1D, 15B1-1D and 15C1-1D, with three line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the NW1/4SW1/4 of Section 1, T31N, R109W, approximately five (5) miles southwest of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.
