The Division of Air Quality, proposes to approve the following requests:

Petet Lien & Sons Inc. (A0004462): Modify operations at the Jonathon Lime Plant by installing and operating a hydrate plant to convert lime produced from the existing lime plant to a hydrate product. The hydrate plant will be rated for twenty-five (25) tons per hour (tph) and include the installation of three (3) silos, multiple screw conveyors and elevators, one (1) ball mill, two (2) separators, one (1) hydrator, and multiple baghouses. The Jonathon Lime Plant is located in Section 2, T17N, R73W, approximately nine (9) miles north of Laramie, in Albany County, Wyoming.

Plattoga Holdings, LLC (A0004994): Establish the Plattoga Holdings Pit, a 120 acre sand and gravel pit. The Plattoga Holdings Pit will include sand and gravel crushing, screening, exposed acreage, stockpiling, haul activity, a hot mix asphalt plant and a concrete batch plant, located in the SW1/4SE1/4 of Section 12, T19N, R84W, approximately twelve (12) miles north of Saratoga, in Carbon County, Wyoming. The applicant estimates an annual production rate of 600,000 tons.

Samson Exploration, LLC (A0004984): Modify the Tallow Pad by installing two (2) 550 hp PSI D21.9L generator engines. The Tallow Pad is located in the NW¼NE¼ of Section 9, T14N, R65W, approximately nine (9) miles east-northeast of Cheyenne, in Laramie County, Wyoming.

Simon Contractors (A0004033): Modify the Harriman Quarry by adding the authorization for a hot mix asphalt plant and a concrete batch plant. The Harriman Quarry, a 244 acre quarry, will include granite crushing, screening, blasting, exposed acreage, stockpiling, haul activity, a hot mix asphalt plant and a concrete batch plant, located in the SE1/4NE1/4 of Section 13, T13N, R70W, approximately nineteen (19) miles west of Cheyenne, in Laramie County, Wyoming. The applicant estimates an annual production rate of 500,000 tons.

Thunder Creek Gas Services, LLC (A0004844): Modify the Leavitt Compressor Station by increasing the compressor blowdown emissions, updating the permit to reflect installed engines, and add the flexibility of either a combustor, flare or a BTEX eliminator to control the 30.0 MMscfd TEG dehydration unit and 20.0 MMscfd TEG dehydration unit. TCGS would like the option of installing two (2) separate flares/combustors, one (1) for each dehydration unit, or one (1) larger flare/combustor to control both units. The Leavitt Compressor Station is located in the SW¼ of Section 1, T42N, R73W, approximately ten (10) miles southwest of Wright, in Campbell County, Wyoming.
