The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0004976): Modify the Stud Horse Butte 1-36 Central Facility (F013482) by updating the wells producing to the facility and updating the associated emissions, with three reboiler overheads condensers, three TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NE1/4 of Section 36, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 2.0 TPY from the baseline period and NOx emissions have decreased 0.4 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0005002): Modify the Yellow Point 1-13 Central Facility (F002475) with the addition of production and equipment associated with one well, the Yellow Point 15-13, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NE1/4 of Section 13, T28N, R109W, approximately twenty-one (21) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 10.7 TPY from the baseline period and NOx emissions have decreased 0.6 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0004956): Modify the Stud Horse Butte 4-27 Central Facility (F013696) with the addition of production and equipment associated with five wells, the Stud Horse Butte 15-27, 62-27, 63-27, 20-34 and 21-34, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4NW1/4 of Section 27, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 6.6 TPY from the baseline period and NOx emissions have decreased 3.5 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

QEPM Gathering I, LLC (A0004909): Replace one (1) 20 million cubic feet per day (MMCFD) dehydration unit with one (1) 2 MMCFD dehydration unit at the Mesa 15-16 PAD (F026768) with one reboiler overheads condenser and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit and pneumatic pump, located in the SW1/4SE1/4 of Section 16, T32N, R109W, approximately six (6) miles west of Boulder, in Sublette County, Wyoming. QEPM Gathering I, LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.6 TPY from the baseline period and NOx emissions have decreased 1.1 TPY from the baseline period. These reductions have been added to QEPM Gathering I, LLC’s offset bank to use for future permitting actions.

QEPM Gathering I, LLC (A0004908): Install one (1) 20 million cubic feet per day (MMCFD) dehydration unit at the Stewart Point 9-20 PAD (F027569) with two flash tank separators, two reboiler overheads condensers and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the NE1/4SE1/4 of Section 20, T33N, R109W, approximately four (4) miles south-southwest of Pinedale, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 15.9 tpy and a decrease in actual NOx emissions of 204.4 tpy.
Therefore, QEPM Gathering I, LLC has met the offset requirements for VOCs and NOx.
