The Division of Air Quality, proposes to approve the following requests:

Breitburn Operating, LP (A0004667): Modify the Lincoln Road 10-20 production site by converting it into a produced water disposal facility. The Lincoln Road 10-20 is located in the SW1/4NE1/4 of Section 20, T24N, R111W, approximately twenty-eight (28) miles west of Eden, in Sweetwater County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in NOx emissions of 15.1 tpy and a decrease in VOC emissions of 293.4 tpy. Therefore, Breitburn Operating, LP has met the offset requirements for NOx and VOC.

Chesapeake Operating LLC (A0004839): Construct a new multiple well sweet crude oil and natural gas production facility, known as the Sundquist Flats Unit 9-34-71 A PAD, consisting of the Sundquist 9-34-71 USA A PK 15H and USA A TR 13H wells, with five common smokeless combustion devices to control volatile organic compounds and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the SW1/4NE1/4 of Section 9, T34N, R71W, approximately twenty-one (21) miles south-southwest of Bill, in Converse County, Wyoming.

EOG Resources, Inc. (A0004978): Modify the Marys Draw 22 NWNW PAD (F024728) with the addition of production and equipment associated with three new wells, the Marys Draw 267-2227H, 461-22227H and 462-2227H, with two common smokeless flares, two reboiler overheads condensers and one flash tank separator to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, dehydration units, vapor recovery towers, pneumatic pumps and truck loadout, located in the NW1/4NW1/4 of Section 22, T40N, R72W, approximately eighteen (18) miles northwest of Bill, in Converse County, Wyoming.

Southwestern Production Corporation (A0004907): Construct a new sweet crude oil and natural gas production facility, known as the BFU 44-21 (F027820), with one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and produced gas, located in the SE1/4SE1/4 of Section 21, T35N, R76W, approximately ten (10) miles north-northwest of Glenrock, in Converse County, Wyoming.

SM Energy Company (A0004955): Construct a new sweet crude oil and natural gas production facility, known as the Buttermilk Biscuit 3976 PAD (F027495), consisting of the Buttermilk State 3976-15-22-1FH and 2FH wells, with one common dual-tip flare to control volatile organic compounds and hazardous air pollutant emissions associated with the oil storage tanks and active produced water tanks, located in the SE1/4SE1/4 of Section 10, T39N, R76W, approximately thirty-five (35) miles north of Bill, in Converse County, Wyoming.
