The Wyoming Department of Environmental Quality Water and Waste Advisory Board Meeting

The Wyoming Water and Waste Advisory Board (WWAB) will meet on September 22, 2017 at 9:00 a.m. at the Wyoming Game and Fish Department, Jackson Regional Office, 420 N Cache St, Jackson, Wyoming. The public is invited to attend and comment on proposed rules presented to the WWAB for its consideration.

Water Quality Division: The Water Quality Division (WQD) will present updated proposed revisions to Water Quality Rules and Regulations (WQRR) Chapter 1, Wyoming Surface Water Quality Standards. The proposed revisions address comments received at the June 23, 2017 WWAB meeting concerning WQD’s proposal to establish a variance process for specific dischargers in cases where meeting a water quality based effluent limit would result in substantial and widespread economic and social impacts. At the conclusion of the presentation, WQD will request that the WWAB consider the proposed revisions and make a recommendation of adoption to the Environmental Quality Council. WQD will also present proposed revisions to WQRR Chapter 5, Operator Certification. The proposed changes clarify requirements concerning operator availability; add certification levels for simple water and wastewater treatment facilities; specify designation of substitute responsible charge operators; remove designation grace periods for systems that terminate responsible charge operators; and correct redundancies, grammar, and formatting errors. The proposed revisions are no more stringent than the Federal Guidelines, “Final Guidelines for the Certification of the Operators of Community and Non-transient Non-community Public Water Systems; Final Allocation Methodology for Funding to States for the Operator Certification Expense Reimbursement Grants Program” April 18, 2001. At the conclusion of the presentation, WQD will request that the WWAB consider the proposed revisions and make a recommendation of adoption to the Environmental Quality Council. Department of Environmental Quality: The Department of Environmental Quality (DEQ) will present proposed revisions to DEQ’s Rules of Practice and Procedure, Chapter 1, General Rules. The proposed revisions incorporate by reference the Wyoming Department of Administration and Information, Director’s Office, Chapter 2, Uniform Procedures, Fees, Costs, and Charges for Inspection, Copying, and Producing Public Records. At the conclusion of the presentation, DEQ will request that the WWAB consider the proposed revisions and make a recommendation of adoption to the Environmental Quality Council.
