The Division of Air Quality, proposes to approve the following requests:

Goshen County Road and Bridge (A0004847): Establish the Sylvester Pit, which will include sand and gravel crushing, screening, exposed acreage, stockpiling and haul activity located in the S½NW¼ and N½SW¼ of Section 7, T25N, R62W, approximately 1.3 miles north-northwest of City Hall, Lingle, in Goshen County, Wyoming. The applicant estimates an annual production rate of 100,000 tons. No concrete batch plants or hot mix asphalt plants are planned for this site.

Omimex Petroleum, Inc. (A0005078): Modify the Elm Federal No. 23-12 Facility with the removal of one (1) 203 hp Caterpillar G3306TA LCR compressor engine (ENG002) and the installation of one (1) 316 hp (site rated) Cummins KTA19GC compressor engine (ENG003). The Elm Federal No. 23-12 Facility is located in the NE¼NW¼ of Section 23, T28N, R109W, approximately twenty (20) miles east-southeast of Big Piney in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable; have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, has resulted in a decrease in NOx emissions of 15.8 tpy and a decrease in VOC emissions of 3.0 tpy. Therefore, Omimex Petroleum, Inc. has met the offset requirements for NOx and VOC.

QEP Energy Company (A0002309): Modify the Pinedale Unit 8 (F017934) well site by separating equipment owned and operated by QEP Energy Company from equipment owned and operated by QEPM Gathering I, LLC, located in the NE1/4SW1/4 Section 20, T33N, R109W, approximately four (4) miles south-southwest of Pinedale, in Sublette County, Wyoming. QEP Energy Company has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.2 TPY from the baseline period and NOx emissions have decreased 0.1 TPY from the baseline period. These reductions have been added to QEP Energy Company’s offset bank to use for future permitting actions.

QEP Energy Company (A0002302): Modify the Mesa 12-16 PAD (F013236) by separating equipment owned and operated by QEP Energy Company from equipment owned and operated by QEPM Gathering I, LLC, with a smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic heat trace pumps, located in the NW1/4SW1/4 Section 16, T32N, R109W, approximately six (6) miles west of Boulder, in Sublette County, Wyoming. QEP Energy Company has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.1 TPY from the baseline period and NOx emissions have decreased 0.3 TPY from the baseline period. These reductions have been added to QEP Energy Company’s offset bank to use for future permitting actions.
