The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0004860): Modify the Stud Horse Butte 1-29 Central Facility (F013347) with the addition of eleven wells, the Corona 49-30, 50-30, 62-30, 64-30, 65-30, 67-30, 77-30, 79-30, 80-30, Stud Horse Butte 9-30 and 15-30, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NE1/4 of Section 29, T29N, R108W, approximately eighteen (18) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 1.6 TPY from the baseline period and NOx emissions have decreased 0.6 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0004883): Modify the Jonah Federal 5-6 Central Facility (F009532) with the addition of four wells, the Corona 21-31, 22-31, 27-31 and Stud Horse Butte 3-31 with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 6, T28N, R108W, approximately twenty (20) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 5.3 TPY from the baseline period and NOx emissions have decreased 2.2 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0004890): Modify the Stud Horse Butte 3-36 Central Facility (F012820) with the addition of seven wells, the Stud Horse Butte 1-36, 17-36, 18-36, 32-36, 82-36, 82-36X and 83-36, with two reboiler overheads condensers, two TEG flash tank separators and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NW1/4 of Section 36, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3656.3 tpy and a decrease
in actual NOx emissions of 320.0 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Petro-Hunt LLC (A0004806): Construct a new sweet crude oil and natural gas production facility, known as the Reno 43-71-8B-17-2H (F027756), with one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks and active produced water tanks, located in the SE1/4SW1/4 of Section 5, T43N, R71W, approximately three (3) miles east-southeast of Wright, in Campbell County, Wyoming.
