The Division of Air Quality, proposes to approve the following requests:

McMurry Ready Mix Company (A0004767): Install portable crushing/screening equipment to be initially located at the TCross-T Ranch Scoria #1 Pit, in the NW1/4SE1/4 of Section 36, T53N, R83W, approximately thirteen (13) miles north-northwest of Buffalo, in Johnson County, Wyoming. Maximum production for the portable crushing/screening equipment is reported at 500,000 tons per year (tpy) and 400 tons per hour (tph).

Powder River Midstream, LLC (A0003144): Modify the Gary Pod Compressor Station to consist of two (2) 1,775 Caterpillar G3606LE or 1,680 hp Waukesha L7044GSI engines in any combination (ENG005-ENG006), four (4) 915 hp Caterpillar G3512LE or 840 hp Waukesha F3524GSI engines in any combination (ENG007-ENG010), the existing two (2) 30.0 MMscfd dehydration units (DHY001-DHY002) equipped with 0.75 MMBtu/hr reboilers (HTR001-HTR002), the existing one (1) 400 barrel (bbl) produced water storage tank (TNK001) and one (1) 400 barrel (bbl) produced water storage tank (TNK002). The Gary Pod Compressor Station is located in the SE¼NE¼ of Section 32, T48N, R77W, approximately twenty-eight (28) miles north-northeast of Sussex, in Johnson County, Wyoming.

Wyoming Department of Transportation (A0004850): Establish the Gem Pit, a thirty-five (35) acre pit, which will include sand and gravel crushing, screening, exposed acreage, stockpiling, haul activity and a hot mix asphalt plant, located within Section 19, T50N, R81W and Section 24, T50N, R82W, approximately four (4) miles south-southeast of Buffalo, in Johnson County, Wyoming. No concrete batch plants are planned for this site. The applicant estimates an annual production rate of 100,000 tons.

XTO Energy Inc. (A0004833): Permit four (4) 400 bbl produced water tanks and one (1) 50 hp Arrow A-42 natural gas fired injection pump engine at the Fontenelle Federal 41-35 SWD injection facility. The Fontenelle Federal 41-35 SWD injection facility is located in Section 35, T26N, R112W, approximately six (6) miles southeast of La Barge, in Lincoln County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in NOx emissions of 18.5 tpy and a decrease in VOC emissions of 8.2 tpy. Therefore, XTO Energy Inc. has met the offset requirements for NOx and VOC.
