The Division of Air Quality, proposes to approve the following requests:

BP America Production Company (A0004803): Construct a new gas and condensate production facility, known as the Monument Lake 11-160D (F027537), with four smokeless combustion devices and one low-pressure separator flare to control volatile organic compounds and hazardous air pollutant emissions associated with the condensate tanks, active produced water tanks, pneumatic pumps, truck loading and low-pressure separator gas, located in the SE1/4 SE1/4 of Section 11, T22N, R93W, approximately sixteen (16) miles north-northeast of Wamsutter, in Sweetwater County, Wyoming.

Powder River Midstream, LLC (A0003085): Modify the Government/House Compressor Station to consist of the existing one (1) 1680 hp Waukesha L7044GSI (ENG001), the existing two (2) 915 hp Caterpillar G3512LE engines (ENG003-ENG004), two (2) 1,775 Caterpillar G3606LE or 1,680 hp Waukesha L7044GSI engines in any combination (ENG005-ENG006), four (4) 915 hp Caterpillar G3512LE or 840 hp Waukesha F3524GSI engines, in any combination (ENG007-ENG010), the existing one (1) 30.0 MMscfd dehydration unit (DHY001) equipped with a 0.75 MMBtu/hr reboiler (HTR001) and existing one (1) 400 barrel (bbl) produced water storage tank (TNK001). The Government/House Compressor Station is located in the SE¼ of Section 21, T49N, R76W, approximately twenty-six (26) miles west-southwest of Gillette, in Campbell County, Wyoming.

Thunder Creek Gas Services, LLC (A0004472): Modify the Pine Tree Main Compressor Station to include one (1) BTEX eliminator or flare/combustor, two (2) 400-barrel (bbl) or less produced water tanks, two (2) 50,000-gallon or less condensate bullet tanks, loading racks for produced water and condensate loading, and to reduce the number of pig launchers to three (3). The Pine Tree Compressor Station is located in the NW¼NW¼ of Section 17, T42N, R74W, approximately eighteen (18) miles southwest of Reno Junction, in Campbell County, Wyoming.

Wexpro Company (A0004475): Modify the Church Butte Central Facility by adding dehydration of the natural gas to the facility’s operations which includes the installation of one (1) 30 MMscfd tri-ethylene glycol (TEG) dehydrator (DHY003) with 0.5 MMBtu/hr regeneration heater (HET017), and one (1) 4 MMscfd TEG dehydrator (DHY004) with 0.085 MMBtu/hr regeneration heater (HET018). Wexpro Company also proposes to replace four (4) existing 1,000 barrel (bbl) fixed roof vertical stabilized condensate storage tanks (Tanks 135-138) with four (4) 500 bbl fixed roof vertical stabilized condensate storage tanks (TNK004-TNK007) to be controlled by the existing facility flare, install four (4) 0.5 MMBtu/hr natural-gas fired tank heaters (HET013-HET016) on these four (4) 500 bbl replacement tanks (TNK004-TNK007), revise the throughputs for these four (4) 500 bbl replacement tanks (TNK004-TNK007) as well as for two (2) tanks (Tanks 518 and 524, IMPACT ID TNK008-TNK009), incorporate emissions from existing natural-gas actuated pneumatic controllers into the permit, revise two (2) existing water tank heaters (Units 2a and 2b, IMPACT ID HET007-HET008) from 1 MMBtu/hr to 0.5 MMBtu/hr, revise the existing glycol tank heater (Unit 14, IMPACT ID HET009) from 0.15 MMBtu/hr to 0.25 MMBtu/hr, revise the existing heater (Unit 24, IMPACT ID HET011) from 0.25 MMBtu/hr to 0.50 MMBtu/hr, revise an existing heater for heating a portable water tank (HET012) from 0.5 MMBtu/hr to 0.25 MMBtu/hr, and remove the existing Ford 7.5L pump engine (Unit 17). The Church Butte Central Facility is located in the SW¼NE¼ of Section 1, T16N, R113W, approximately eleven (11) miles northeast of Lyman, in Uinta County, Wyoming.
