The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0001299): Modify the Corona 70-31 PAD (F020537) by removing one (1) Capstone C30 microturbine, two (2) Kimray Model 4015 glycol pumps, and updating facility emissions. The Corona 70-31 PAD is located in the NE1/4SW1/4 of Section 31, T29N, R108W, approximately twenty-one (21) miles south of Boulder, in Sublette County, Wyoming. This application was received on August 21, 2015, but additional information was requested associated with the offset values reported within the application. The ownership of the Corona 70-31 PAD facility was transferred to Jonah Energy LLC on June 1, 2017. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 3,463.9 TPY from the baseline period and NOx emissions have decreased 141.4 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Peak Powder River Resources, LLC (A0004778): Modify the Bridle Bit 1-28PH and 1-28TH PAD (F027567) with the addition of production and equipment associated with one new well, the Bridle Bit 1-28TH, with two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and dehydration unit, located in the SE1/4SW1/4 of Section 28, T42N, R71W, approximately twelve (12) miles south-southeast of Wright, in Campbell County, Wyoming.

Powder River Midstream, LLC (A0002921): Modify the Montgomery/Tabitha Compressor Station to consist of two (2) existing 1,680 hp Waukesha L7044GSI engines, two (2) existing 840 hp Waukesha F3524GSI engines, four (4) 1,775 Caterpillar G3606LE or 1,680 hp Waukesha L7044GSI engines in any combination, five (5) 915 hp Caterpillar G3512LE or 840 hp Waukesha F3524GSI engines, in any combination, one (1) existing 30.0 MMscfd dehydration unit equipped with a 0.57 MMBtu/hr reboiler, one (1) 30.0 MMscfd dehydration unit equipped with a 0.75 MMBtu/hr reboiler and two (2) 400 barrel (bbl) produced water storage tanks. The Montgomery/Tabitha Compressor Station is located in the SW¼ of Section 16, T50N, R75W, approximately nineteen (19) miles west of Gillette, in Campbell County, Wyoming.

Sublette County Road and Bridge (A0004787): Establish the McKee Pit, a 34.5 acre pit, which will include gravel crushing, screening, exposed acreage, stockpiling, haul activity and a hot mix asphalt plant, located in the SE1/4SE1/4 and N1/2SE1/4 of Section 19, T38N, R113W, approximately three (3) miles north-northwest of Bondurant, in Sublette County, Wyoming. No concrete batch plants are planned for this site. The applicant estimates an annual production rate of 80,000 tons.

True Oil LLC (A0004773): Construct a new sweet crude oil and natural gas production facility, known as the Skyline Federal 44-23 23T2H, with a smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks and active produced water tanks, located in the SE1/4SE1/4 of Section 23, T43N, R73W, approximately eight (8) miles southwest of Wright, in Campbell County, Wyoming.
