New EPA Underground Storage Tank Regulations

Recently, the United States Environmental Protection Agency (EPA) adopted new regulations that apply to underground storage tanks (USTs). Because the Wyoming STP does not have EPA state program approval (SPA), as of October 13, 2015, these new regulations apply to all regulated UST facilities located within the state of Wyoming. The EPA regulations can be found online at: http://www.epa.gov/oust/fedlaws/revregs.html . EPA also has a brochure that includes a list of timeframes for compliance with the new federal regulations. This document can be found online at: http://www.epa.gov/oust/pubs/implementtime.pdf.    A number of these requirements have already been implemented in Wyoming , such as leak detection for emergency generators, compatibility requirements, operator licensing, testing following a repair, notification of change of ownership, integrity testing of secondary containment systems and spill buckets at installation, and annual walkthrough inspections (operator’s annual inspections).

The STP plans to begin the rulemaking process in the near future and will be adopting these federal regulations.  If you have any questions concerning these regulations, please contact Oma Gilbreth at (307)777-7097.
