NEW: Wyoming Assessment System

On Monday, February 13, the RFP committee recommended two test vendors to the State Board of Education. The Board voted to move forward with contracts for American Institutes for Research (AIR) and ACT Inc. AIR will help Wyoming create a statewide online summative and interim assessment system for grades 1 - 10. ACT Inc will continue to be the vendor for Wyoming's College Readiness assessment along with WorkKeys as Wyoming's Career Readiness assessment. REGISTER NOW: Test Security WebEx

WDE Assessment Team will be offering a webinar for Test Administrators, Building Coordinators, and others who assist with organizing test materials. Maintaining the security and confidentiality of the Wyoming student assessments is critical for ensuring valid test scores and providing standard and equal testing opportunities for all students. This webinar will address issues of test security (before, during, and after testing) and the forthcoming PAWS site visits in March.

There will be 2 WebEx sessions: 

  • February 22 - 3 pm to 4 pm
  • February 24 – 10 am to 11 am

We highly encourage your participation in one of these sessions.


Exemption Request Process

Consistent with last year’s practice, WDE will be accepting exemption requests in the following three categories:

  • Students who are expelled (or suspended pending expulsion) but still receiving services from the district,
  • Students who are served in out of state placements, and
  • Students who are ELLs who have been in US schools for less than a year (students must participate in the ACCESS in order to receive the exemption, and they are still required to participate in math (and science, if applicable)

The updated WDE673 form can be found here. To ensure confidentiality of these sensitive materials, the only method for submission of the WDE673 form and associated documentation is via the Wyoming Transcript Center. Faxes and mail are not acceptable methods of submission. Step-by-step instructions for the upload process can be found here.  

Exemption requests will be accepted and processed through the following dates:

  • PAWS:  March 17, 2017
  • Wy-ALT:  March 17, 2017
  • ACT and Aspire:  April 19, 2017

ACT "Manage Your Participation"

For the 2017 Test Administration, ACT is offering Wyoming schools two choices for administering the ACT test. It is being offered online and/or paper/pencil.

If you would like to offer online testing in your school, please review the "Manage Your Participation" email. Test Coordinators will need to sign in to their PANext account. If you do not have an account, please contact the ACT Helpline: 800-553-6244 ext. 2800. 


Building coordinators may now update student rosters and group students within the Aspire system. There is training available at .

  1. Start by entering your email address. This email address will be used to keep track of     the videos and trainings watched for any future reference.
  2. Make sure that 'Summative' Tab is selected at the top of the page
  3. Once this is selected there will be a list of searchable categories on the left side.


                     -New testing coordinators might want to watch the initial videos under 'General                               Information'.
                     -Technology coordinators can find videos in the 'Pre-Test Tech Readiness'

                     -New test coordinators may also find helpful videos in 'Assessment Prep'
