Dear Electric and Water Utility Staff:
As we move into the summer season, much of the state is or will be experiencing high temperatures. Please be aware of and share the following reminder with appropriate utility staff to ensure the heat-related disconnection and reconnection requirements are properly met.
A utility may not disconnect service to an occupied dwelling while a heat advisory, heat warning or heat emergency issued by the National Weather Service is in effect. Utilities are required to reconnect customers who contact them during a heat advisory if the customer indicates a medical issue is present. The utility may require confirmation of the medical condition by a physician. We encourage utilities to err on the side of human health and safety when making these reconnection decisions. These requirements are provided in Wis. Admin. Code §§ PSC 113.0301(16), PSC 113.0302(14) and PSC 185.37(8)(h).
If you do not already do so, your utility may want to assign staff to sign-up for weather alerts from a website such as www.weather.com or http://www.weather.gov/subscribe to have email notices sent regarding heat advisories that have been issued by the National Weather Service.
